General Secretary Xi Jinping put forward in the report of the Nineteenth National Congress of the Communist Party of China on the strategy of rural rejuvenation and development that the problem of agriculture,countryside and farmers is a fundamental issue related to the national economy and people's livelihood.We must always take solving the problem of "agriculture,countryside and farmers" as the top priority of the Party's work and implement the strategy of rural rejuvenation.Township is the most grass-roots administrative organ,which plays a role of Battle Fortress in the strategy of rural revitalization;Township cadres are the main body to implement the strategy of rural revitalization;they are the important force to implement the Party's rural line,principles and policies;they are directly related to the provision of rural public goods,the distribution of reform results,and the agriculture;they are related to the realization of village social development goals;they are related to the realization of public service-oriented government construction,and is the key to achieve rural social harmony,people's livelihood improvement and rural revitalization.Therefore,building a contingent of grass-roots cadres with responsibility is the key to the construction of rural grass-roots organizations and rural development,as well as an important measure to see Party self-governance exercised fully and with rigor.Township cadres in Taishun County are the backbone of the county's rural revitalization.How to scientifically and rationally design the performance appraisal system of grass-roots cadres and improve the work efficiency of grass-roots cadres is crucial to the realization of rural revitalization.Firstly,this paper introduces the performance management theory,incentive theory and other basic theories,providing a theoretical basis for follow-up research.Secondly,using literature analysis,in-depth interviews,questionnaires and other research methods,take Taishun County township cadres(Non-Leading Cadres Including the Staffing of Civil Servants and Cadres)as the research object.Using the theory of performance management to make an analysis of the present situation ofperformance appraisal of township cadres in Taishun County,and make a deep analysis from the aspects of imperfect appraisal mechanism and supervision mechanism,unscientific performance appraisal index system,too subjective performance appraisal method and lack of feedback and application of performance appraisal results.Finally,the paper quantifies the index of performance appraisal as a breakthrough point,makes a detailed analysis of the post work of township cadres in Taishun County,designs the table of post difficulty coefficient,and constructs the performance appraisal system of township cadres in Taishun County with the thought of big data management.
