Study On The Current Situation And Countermeasure Of The Women's Federation To Care For Left-Behind Children In Rural Areas

In the later 1980s,along with the development and industrialization and urbanization,a great number of rural populations in China migrated to cities,which plus the dual socioeconomic structure and the household registration system created a distinctive group-the left-behind children in rural areas(LBCIRA).They are large populations and encounter many risks and problems during their growth and development,drawing high attentions from governments,society,and academic circles.Women Federation(WF)in Chinese governments is a government-guided non-governmental organization(NGO),which possesses partial governmental nature and functions and also clearly has commonweal,philanthropic and voluntary features.WF's dual nature and work model would advantage it to protect the legal rights of LBCIRA and foster their healthy growth.Through literature study,this paper discusses the theoretical basis and practical basis for the women's Federation to care for the children left behind.This article,based on Jiande county,Zhejiang province,applying literature review,interviews,questionnaires,and statistical data analysis,investigates the current situation and problems of WF in caring for LBCIRA and discusses countermeasures.The results of the present study will provide references for facilitating WF's work in caring for LBCIRA and help promoting healthy growth of LBCIRA.This paper contains six sections.Chapter 1 mainly combs and reviews literature and defines the core concepts.In Chapter 2,the author discusses the necessity and significance of WF's functions in caring for LBCIRA by looking at both theoretical and practical layers and focusing on policy trends,governance theories,and new public managerial theories,providing theoretical support and practical evidence for WF's LBCIRA care duties and functions.To illustrate the importance of WF in LBCIRA care,the author interprets related governmental policies,elaborates the pluralization of governance body,and describes the dysfunction of government and market that inevitably ushers the change of governmental structure and functions.In addition,the seriousness of LBCIRA issue and their needs are also discussed to provide objective evidence for WF's caring for LBCIRA function.Chapter 3 reports the results of investigation on the LBCIRA in Jiande,covering basics,existing problems,and their causes.Chapter 4 illustrates the status quo of WF's LBCIRA care in Jiande,including practical work,models,and activities and effects,problems,and causal factors.In Chapter 5,the countermeasures are provided,including understanding duties and functions of WF,escalating capabilities,and strengthening coordination.Chapter 6 briefly summarizes.
