Research On Government Fuctions Of Rural Anti-poverty From The Perspective Of Service-oriented Government

Government functions are comprehensive summary of government activities,which reflects the essence and direction of the national administration.In the field of government functions,the poverty problem has always been an important national concern of the people's livelihood,it's also an important function of the Chinese government.In current research,scholars pay more attention to the division and allocation of the responsibilities between government and other subjects from the theoretical perspective,while the research on the practice of government functions in specific areas is a little weak.The research on the government functions of rural anti-poverty is relatively few,and focused on poverty targeting technology,overall difficulties and other aspects.This research is a supplement and perfection of this research direction.From the perspective of service-oriented government,the transformation direction and reform goal of Chinese government functions,this research summarizes the new connotation of government functions of rural anti-poverty,which includes the guide of rural anti-poverty,the provider of anti-poverty system,the coordinator of resource allocation,the defender of fairness and justice.Based on this,Taking Xiangxi prefecture,the key area of rural anti-poverty,as an example,this research probes into the government functions in the rural anti-poverty by employing the following research methods:literature research,case analysis,questionnaire survey and the interview method.The research results suggest that there are problems of the lack of endogenous motivation of the poverty main body under the excessive government domination,insufficient guidance for social forces to participate in rural anti-poverty,the phenomenon ofreturning to poverty under the pursuit of short-term interests,the deviation between the policy output and the demand of the poverty main body as well as the credibility of grass-roots governments is insufficient.The fundamental cause of the above problems is not profound enough to grasp the connotation of service-oriented government,and is still in the stage of management-oriented government.Therefore,this research puts forward some suggestions on the government functions of rural anti-poverty from three aspects:ideology,system construction and organization construction.These suggestions aim at promoting the transformation of government functions to service-oriented government fuctions,and lifting poor areas out of poverty effectively and sustainably.
