Managing and inspiring the enthusiasm of each team member is an important part of human resource management.Civil servants have public service attributes.With the changes of the times,the standards and expectations of the people and the society for public services have increased.However,there is a gap between the administrative efficiency and the requirements of the times for civil servants in Dalian.The effectiveness of Dalian's incentive mechanism for civil servants is related to the satisfaction of the people,to the initiative of civil servants,to the improvement of administrative effectiveness,and to the formulation of incentive policies.Evaluating the effectiveness of incentive mechanisms,improving incentive mechanisms and stimulating the administrative effectiveness of civil servants in Dalian,in the new normal,improving service quality and establishing service-oriented government have great practical significance.The research path of this paper is to find problems based on the status quo,find out the reasons for them and put forward solutions in light of the actual situation.Based on the study of the existing civil service incentive system,we can understand the current status of the civil service incentive mechanism.Through literature research methods,interviews,questionnaires,and other methods to find the problems,analyze the results of the survey questionnaires,and evaluate the current incentives of civil servants in Dalian,and further study the actual effect of various incentive policies in the implementation process.Find the crux of the problem and actually find the solution to the problem with the current policy.Through the study of this paper,it is found that there are currently three problems in the incentive of civil servants in Dalian City.First,there is a lack of material incentives,and there is limited room for promotion.Second,the sense of achievement,sense of achievement,and superiority of the civil servants are low;Third is the form of annual assessment.Serious problems,inadequate assessment results,and other issues.In view of the existing problems,the causes of the problems were further analyzed,and the policy factors,implementation factors,and feasibility factors of the problems were excavated,and corresponding solutions were proposed.I believe that in improving the incentive effect of civil servants in Dalian,we should make efforts to improve the following three policies.The first is to improve the adjustment of civil service salary structure;The second is to strengthen the guiding role of spiritual incentives in the incentive mechanism;The third is to improve the civil service assessment mechanism and effectively play the performance evaluation.Through the improvement of policies and the continuous improvement of the incentive mechanism policies,the purpose of improving the enthusiasm of civil servants in performing their duties and improving administrative effectiveness is achieved.
