Research On Community Grid Management In Luojiang District Of Quanzhou City

Although the urban community management in China has undergone decades of adjustments and changes and exploration into the management system,management mode and management method has become increasingly matured,there exist some problems,including lagged concept of service management,extensive management mode,information that cannot be shared,and they have not been suitable for new situations.In the mean time,fast economic transformation,fast transition of the society,fast change of governmental functions as well as increasing needs of social public all have posed challenges to social management of the government.Therefore,during the new development period,in face of diverse and complicated social and economic situations,we urgently need a new mode of community management to effectively give full play to the communities' resources and build a harmonious and stable management order.Since 2013 October,Luojiang District of Quanzhou City have actively explored new measures to implement grid management of communities,realizing the transition from the old management mode characterized by being passive to respond to problems to the new management mode characterized by being active to find and solve problems,achieving the expected results,thus playing a crucial role in promoting the overall level of the work of comprehensive governance and peace construction and maintaining peace and stabilization in Luojiang District of Quanzhou City.This paper takes Luojiang District of Quanzhou City as the subject of its empirical research.First,the paper makes an analysis of the background of the title,meaning of choosing such a title and current research situations home and abroad,then expound the relevant concepts,including the grid,the grid management,and the grid management of communities.Secondly,based on the above theory research,by means of empirical research method,literature research method and direct interviewing,the paper sorts out the problems existing in the grid management of communities in Luojiang District of Quanzhou City,that is,low engagement in the grid management by residents,difficulty in resource integration,incompetency of personnel and backwardness of platform construction;analyzes underlying reasons for the existing problems,including intervention by administration-oriented awareness,insufficient sense of belonging and sense of identity by residents,increasing difficulty in community management and obstacles in the fields of the system and the mechanism;third,with the successful experience in pilot grid management in other areas of China as the entry point,and considering the concrete situations of Luojiang District of Quanzhou,the paper proposes that the grid management of communities be further enhanced through reinforcing publicity and effective guidance,specifying functions and responsibilities,expanding service management functions,integrating management service resources,stressing building of professional personnel and strengthening management service platform.The writer hopes that the research into the grid management of communities in Luojiang District of Quanzhou will provide useful experience to other areas which will implement community grid management in the future,and even will promote perfection and development of the grid management of the urban communities.
