Research On The Allocation Efficiency Of Rural Public Servic In Tibet

Effective allocation of rural public services is the basis for the development of various social undertakings,such as rural production and life.It is also the premise for narrowing the gap between urban and rural areas,improving the living standard of peasant households,and ensuring the healthy and orderly development of agricultural industry.The improvement of the allocation efficiency of public services in rural areas of Tibet Autonomous Region has a significant role in promoting the basic production and living standards of farmers in Tibet.At present,the level of economic and social development in Tibet Autonomous Region is relatively low.At the same time,the demand for public services in rural areas is growing rapidly.Public services between urban and rural areas show an uneven development trend.On the basis of combing the relevant research of rural public service allocation at home and abroad,this paper constructs an index system for measuring the efficiency of rural public service allocation in Tibet by analyzing the historical evolution and characteristics of rural public service allocation in Tibet Autonomous Region,the current situation and problems of rural public service allocation.This paper analyses the allocation efficiency of rural public services in Tibet from the perspective of micro-peasant household demand and macro-government supply,deeply analyses the main factors influencing the allocation efficiency of rural public services,and then puts forward the paths and safeguards for improving the allocation efficiency of rural public services in Tibet Autonomous Region.This will provide a theoretical basis for promoting the construction of new socialist countryside in Tibet and improving the efficiency of public service allocation in rural areas.The full text is divided into three parts.The first part is the theoretical analysis.On the basis of systematically combing the existing literature on rural public service allocation,starting with the analysis of the historical evolution and characteristics of rural public service allocation in Tibet Autonomous Region,this paper explores the basic characteristics and supply and demand characteristics of rural public service allocation.Then through the evaluation of the level of rural public service allocation,this paper analyses the current situation and existing problems of rural public service allocation in Tibet Autonomous Region.The second part is the empirical analysis.Based on the analysis of the current situation and problems of rural public service allocation in Tibet Autonomous Region,this paper conducts empirical analysis on the efficiency of rural public service allocation from the perspective of farmers' demand and government supply.From the perspective of micro-peasant households' needs,this paper conducts a joint analysis of peasant households' willingness and satisfaction with rural public service needs in Tibet Autonomous Region by means of questionnaires.Based on this,we can judge the efficiency of rural public service allocation at the level of farmers in Tibet,and further draw the main contradictions of rural public service allocation at the level of farmers in Tibet by regression method.From the perspective of macro-government supply,this paper analyses and discusses the scale efficiency and structural efficiency of rural public service allocation in Tibet Autonomous Region by establishing an evaluation model of the efficiency of rural public service allocation in Tibet,from both horizontal and vertical dimensions.On this basis,it comprehensively analyses the influence of factors at the government level on the allocation efficiency.The third part is practical application.Based on the theoretical discussion and empirical analysis of the efficiency of public service allocation in rural areas of Tibet Autonomous Region,the paper analyses the preconditions of improving the efficiency of public service allocation in rural areas of Tibet.It also puts forward the micro-and macro-ways to improve the efficiency of rural public service allocation in Tibet,and combines the experience and Enlightenment of rural public service allocation at home and abroad.This paper puts forward some safeguard measures to improve the efficiency of public service allocation in Tibet Autonomous Region from the aspects of effectively improving farmers' awareness and ability of participation,increasing financial investment in rural public service allocation,properly improving farmers' concentration,optimizing the supply structure of rural public services in Tibet,and actively strengthen the construction of service-oriented government,the paper puts forward some safeguard measures to improve the efficiency of public service allocation in Tibet Autonomous Region.
