With the development of new urbanization,“Hollow Village” is also in constant development and evolution.As a special social form,its emergence has aroused the general attention of the whole society,and become the focus of the academic research.Under the influence of the dual structure of urban and rural areas,the use right system of rural residential land and the outdated ideas,a growing number of rural surplus labor force flock to the city,resulting in a phenomenon of population decline,housing vacancy,abandoned land,that is what we called the “Hollow Village”.Its existence not only causes the waste of land resources,the tense contradiction between human and land,but also harms to the environment and village order.Which has bring a negative impact on the rural planning management and long-term development.As a major project,the governance of “Hollow Village” relates to the success of the new rural construction and the new urbanization.The party and government also attach great importance to it,clearly put forward to strengthen the governance of “hollow village” many times in the government work report.However,in the actual governance process,due to the constraints of a variety of factors,we have to meet with the single governance model,the improper way of governance,as well as the fact that the enthusiasm of government and villagers is not high.Facing with the background of “Hollow Village” and its governance dilemma,this article embarks from the theory and practice,combining with the new urbanization,land resource optimal allocation and collaborative governance theory research,analyzes and summarizes the experience and enlightenment of the foreign rural governance.Then focusing on the prosperity of rural economy to narrow the gap between urban and rural areas,strengthening the village planning to optimize space layout,developing the rural land management to improve the land use efficiency,improving the legal system to realize the standardization management,improving the management team to realize the diversification of the governance,from all aboutthese to explore a proper governance path to solve the “Hollow Village”.Which is in order to promote the healthy and stable development of the rural social economy,also to promote the construction of the new urbanization.
