Research On The Existing Problems And Countermeasures Of Urban Local Grid Governance

With the further development of New urbanization in China,the urbanization population further improved,large numbers of people gathered to the city,which brought a series of problems: the development gap between different regions of the city;the lack of basic public services;with liquidity enhancement and uneven education quality of population,local governance become more and more difficult.Besides,The street office and community workstation in the city are shortage of Administrative resources,but they all have too many responsibilities.This series of problems restrict the city grassroots social governance administrative effect,it is difficult to meet the basic needs of city residents under the new situation of public service,and it`s " accident frequently occurred" in some fields like the production safety,city management and so on.the "street + community" mode of city management need to optimize to deal with the needs of the development of the situation.At the same time,with the high speed development of information technology,grid management ideas derived from information management technology is gradually extended,on this basis,China gradually developed a new grid governance mode.In the reform and innovation of local governance in the S District of Shenzhen,the grid model has been popularized in an all-round way.However,as a new thing,grid governance mode in our country is short of development time and lack of the relevant laws,regulations and mechanisms,which is still in the exploratory stage.Through the implementation of the grid reform,S District achieved some achievements in the local governance,but also exposed a series of problems.This paper uses the method of case analysis to analysis S District`s grid management reform,find it`s problems from social security,safety production,city management and other fields,and analyzes the causes of the problem: the deficiency of personnel system in grid management system,the lack of multiple governance ideas,the short of the service idea,and the information system construction need to improve.For these reasons,based on the theory of knowledge and some advanced management experiences in foreign countries,this paper put forward some countermeasures to solve the problem of S District grid reform: Strengthen grid team by the improvement of personnel system,use the multiple governance idea in the reform.improve the proportion of service system to enhance the governance efficiency,upgrade grid information management system by the sharing idea to increase public participation in grid governance.These countermeasures are aimed to cover the shortage of grid governance reform in S District,improving the efficiency of grid governance in S area,and bring benefits to the public.
