Study On The Family Protection Of Migrant Children In Urumqi

The Convention on the rights of the child,adopted at the United Nations General Assembly in 1989,summarizes the rights of children as the right to survival,the right to protection,the right to development and the right to participate in the four categories.As a Contracting State,China has promulgated the first special law protecting the rights and interests of minors "law on the protection of minors".The law stipulates that the protection of children includes four kinds of protection,including family protection,school protection,social protection and judicial protection,but family protection is put in the first place in the four kinds of protection.It can be seen that family protection plays an irreplaceable role in the development of children.With the development of economy and the acceleration of urbanization,the scale of population flow has been expanding and the group of floating children has emerged.As the "marginalized" family in the city,mobile children are their main place of dependence.This group is dependent on the children in the city,and how their family protection is a situation,which is worthy of our attention.This paper selects the Backstreet community concentrated in the Tianshan District with floating population to carry out an empirical study on the family protection of migrant children's rights.By means of literature,questionnaire,interview and participatory observation,this paper studies the status of the protection of the rights and families of the migrant children.It is found that the problems of the protection of the rights and families of the migrant children mainly include the imbalance of the protection content of the family,the improper way of family protection and the weak consciousness of the family rights.Based on the perspective of social work,this paper,based on the theory of ecosystem,analyzes the causes of problems from three aspects: government,community and family.On the basis of this,suggestions are put forward to improve the protection of the rights of the migrant children: the government is mainly to establish the prevention and monitoring mechanism,improve the welfare policy of the mobile children,strengthen thepropaganda and encourage the development of the social organization.Community and family level mainly through the advantages of social work intervention,to link resources for floating population and enhance the awareness and ability of family protection for floating population.On the basis of the above three aspects,the suggestions on the protection of the rights and families of the rights of the migrant children are put forward,so as to promote the development of the protection of the rights and families of the rights of the floating children in Urumqi.
