The Research On The Problems And Countermeasures Of Impelling The Super-Ministry Reform In Yangjiang,Guangdong Province

Since 2008,from the central to the local,our country has promoted super-ministry reform,and governments at all levels have achieved certain achievements in functional transformation,organizational setup,ability of execution of duty,etc.,but there are also problems.In March this year,The CPC Central Committee's Proposals for Deepening Reform of The Party and State Institutions was issued and implemented,and State Council's Institutional Reform was first initiated,super-ministry reform became the focus of social attention once again.It is of great practical significance to study super-ministry reform before the local government's new round of institutional reform is about to start.Yangjiang super-ministry reform was chosen as study object,because it was the only undeveloped area reform pilot in Guangdong super-ministry reform in2009,but after the reform,the government's working departments reduced to 25 departments,which were the most streamlined in the prefectures of Guangdong,and it was considered "a useful experience for the super-ministry reform of the underdeveloped regions",with a certain representativeness.Through literature research and case analysis,in this paper,the super-ministry reform of Yangjiang was studied.In the super-ministry reform pilot in 2009,Yangjiang paid much attention to combining the superior reform spirit and the local economic and social development,breaking the boundary of party committee and government departments,and reform scope extended from the government system to the party and the masses,gaining certain achievements.However,it is not difficult to find that,since our country's super-ministry reform is still in the "uphill" stage,there are still many problems in the reform process,such as lack of internal integration among larger departments,uncompleted functional transformation,uncompleted supporting reforms,reversion of reform,etc.,and there are both common problems in the super-ministry reform of local governments and limitations of Yangjiang itself.The reasons mainly include the lack of top-level design,wrong ideas of reform,restrictions on economic and social development level,the bondage of vested interests,uncompleted evaluation mechanism and low legal degree of organization establishment.Aiming at the problems existing in the reform of Yangjiang super-ministry system,in this paper the countermeasures to deepen the super-ministry reform ofYangjiang were put forward from five aspects: 1.Optimizing the institutional environment and strengthen top-level design;2.Grasping the key and highlighting the transformation of functions;3.Optimizing the operation mechanism and promoting the integration of large departments;4.Improving supporting reforms and joining forces;5.Promoting legalization and improving judicial safeguard.
