At present,the government actively carries out the reform of service-oriented government.As minimal cell of government,current work status of grass-root civil servants get more and more attention.In2015,the "Opinions on Establishing a Parallel System of Civil Servants' Posts and Grades in Sub-county Organs" was promulgated,this system links ranks and salaries,aiming to improve the treatment of grass-roots civil servants.Grass-roots civil servants occupy a large proportion of the civil servants.Studying the job satisfaction of grass-roots civil servants and exploring the specific factors affecting their job satisfaction will help the personnel departments of the organs optimize their management methods and related systems from the perspective of grass-roots civil servants,thus mobilizing the enthusiasm of grass-roots civil servants,improving their work efficiency and promoting the building of a service-oriented government.Taizhou is a third-tier city located in the Yangtze River Delta of Eastern China.The investigation and analysis of the job satisfaction of grass-roots civil servants in Taizhou has certain reference significance for optimizing the management of civil servants and constructing service-oriented government in prefecture-level cities which belong to the third-tier cities as well as Taizhou.Based on the theories of rational economic man hypothesis and incentive theory,the author designs a pre-questionnaire by Likert five scale method and reading domestic and foreign literature,combining the results of Taizhou grass-roots civil servants' case interviews and using Minnesota questionnaire for reference.Through the analysis of reliability and validity of 120 pre-questionnaire data,a formal questionnaire was compiled.The data of 562 Taizhou grass-roots civil servants' formal questionnaires were analyzed by SPSS software.The validity and reliability of the questionnaires were tested.The average job satisfaction of Taizhou grass-roots civil servants was 3.584,which was more than 3 points,nearly 4 points,indicating that the overall job satisfaction of Taizhou grass-roots civil servants was higher.By exploratory factor analysis,the 17 aspects affecting Taizhou grass-roots civil servants' job satisfaction are divided into five dimensions:working environment,work return,capability improvement and working relationship,work itself and work intensity,the average of the five dimensions ranged from high to low:capability improvement and work relationship,work itself,work environment,work return,work intensity.Work intensity scores lowest,which was 2.25 and close to unsatisfactory;capability improvement and work relationship score highest,which was 3.61 and close to satisfactory.Through the analysis of differences,it is found that there are significant differences in the overall job satisfaction and some related dimensions of Taizhou grass-roots civil servants of different ages and working years.There are marked differences in some dimensions of job satisfaction among Taizhou grass-roots civil servants of different gender,age,educational background,marital status,working years,administrative positions and regions.There are no significant differences in job satisfaction among four personal characteristic variables,such as job category,unit property,wage income,car loan or housing loan.Using correlation analysis,it is found that these five dimensions of satisfaction were significantly correlated with the overall job satisfaction of grass-roots civil servants in Taizhou.Through regression analysis,the multiple linear regression equation of Taizhou grass-roots civil servants'job satisfaction was established:Y job overall satisfaction?0.232*X1 work environment+ 0.134'*X2 work return +0.208*X3 capability improvement+ 0.071*X4work intensity+0.325*Xs5work itself+0.324.It was concluded that five dimensions had a positive impact on the overall job satisfaction.The influence degree of job satisfaction is work itself>work environment>capability improvement and work relationship>work return>work intensity.Based on the empirical analysis and interview results,the author proposes countermeasures and recommendations to improve the job satisfaction of grass-roots civil servants in Taizhou from three aspects:improving the promotion and incentive mechanism,improving their sense of responsibility,and improving the working environment of civil servants.
