Evaluation Of Administrative Licensing Policy Implementation Performance In G City

On July 1,2004,the formal implementation of the Administrative Licensing Law marked the entry of our administrative license into the rule of law.Administrative license is an important administrative act,which is a means for the state to manage the power of the right to intervene in the purpose of public welfare.It involves the boundary between state power and civil rights and the way of administrative power.With the economic development and changes in the social environment,China's administrative licensing in the implementation of the government is facing high cost,low efficiency and many other difficulties,leading to social expectations can not be achieved.In recent years,in accordance with the arrangements of the CPC Central Committee,the State Council and Guang Dong Province,G City has carried out the reform of the administrative examination and approval projects to gradually standardize the administrative approval process.However,whether the administrative licensing reform measures are implemented,whether the licensing performance is improved,whether the public is satisfied with the effectiveness of the reform has not yet been fully evaluated.Based on the theory of new public service theory and public satisfaction,according to the requirements of policy documents such as "Regulations of Guang Dong Province Administrative Licensing Supervision and Management",this paper sets out four dimensions of policy performance evaluation,namely,according to law,public publicity,supervision and management,and implement the effect.Using the methods of qualitative and quantitative combination,through site investigation and questionnaire survey to evaluate administrative license performance of G city.The result shows that G City,the implementation of administrative licensing still lack of standardization,information disclosure,follow-up supervision and other issues.Therefore,we need to balance the relationship between government and citizens,government and society,government and market,improve government efficiency and optimize service quality.The main conclusions are as follows: The first is to strengthen the implementation of administrative licenses in accordance with the law from the aspects of system design,implementation process and personnel.Second,information disclosure is an important factor affecting the implementation efficiency of administrative licenses.Third,the internal and external supervision of the implementation of administrative licensing policies can use the Internet and big data technologies.Fourth,toimprove administrative efficiency requires both institutional and personnel.
