The Reform And Improvement Of China's Supervisory System

The supervisory committee system is a brand new political system and an important part of the reform of national supervision system,which is related to the redistribution of state power.In the face of corruption and violations of discipline,the national monitoring system has a long way to go.This paper sorts out the development context of China's supervisory system.Starting from the pre-reform inspections,administrative supervision,and prosecutor's office inspections,the paper concludes that the pre-reform supervision system in China has disadvantages such as poor party-discipline convergence,incompetent supervision,and declining judicial efficiency.In light of the practice of the supervisory committee system,although the scope of the monitoring target has been expanded and the intensity and efficiency of the accountability have also been improved,but the reformed monitoring system has not eradicated the drawbacks of the old model,and it is also facing a lot of new problems.This paper proposes recommendations on the improvement of the supervisory committee system from a practical perspective.First,in the upper level legal construction,we propose amendments to the inadequacies of the "People's Republic of China Supervision Law." In view of the fact that the organizational structure of the supervisory committee is not scientific enough,the introduction of personnel separation thinking has made it clear that the Disciplinary Committee and the Commission will be separated and a scientifically feasible organizational structure model will be further proposed.The last part is about the construction of the supervisory committee's corruption prevention mechanism.It should be carried out simultaneously from both internal and external,and strives to establish a viable supervision and control structure.By proposing systematic and scientific supervisory committee system improvement proposals will promote China's legal construction.
