Study On Prevention Of Rural Left-behind Juvenile Delinquency

With the deepening of reform and opening up,China's social,political,economic and cultural construction has developed rapidly,the scale of urbanization and industrialization has continued to expand,and the gap between urban and rural areas has become much wider.Under this background,a large number of labor force in rural areas transferred to cities becoming migrant workers.At present,due to the dual structure of urban and rural areas as well as the constraints of the household registration system,it is difficult for migrant workers to enjoy the same treatment as urban residents in urban areas,especially the education of their children,resulting in a phenomenon that large number of them leave their children in rural areas.Thus a special group of rural left-behind juveniles come into being.In recent years,with the increasing number of left-behind juveniles in rural areas,the crime situation of left-behind juveniles has become increasingly serious.To study how to prevent rural left-behind juveniles from crime plays a significant role in protecting the legal rights of the left-behind juveniles as well as ensuring stable social security and sound development.In the course of investigating and studying crimes committed by left-behind juveniles in the rural areas of T County,Zhejiang Province,empirical research methods such as questionnaires,in-depth interviews,and consulting case files were used to summarize the basic situation of left-behind juveniles in the rural areas of T County,Zhejiang Province,and the main characteristics of left-behind juveniles' crimes in the rural areas of T County,Zhejiang Province which including the slowly rising crime number,the prominent phenomenon of low level culture education and low age,the diversified types of crimes,the gang related forms,the lack of effective supervision to the criminal subjects.Secondly,taking T County of Zhejiang Province as an example,this paper summarizes the present situation of crime prevention in T County of Zhejiang Province from the aspects of main measures,work results,work experience,etc..Thirdly,it summarizes the problems existing in the prevention of juvenile delinquency in rural areas,which is that there is no way to follow to reinforce the prevention work,the management responsibilities are not clear,the management measures are not in place as well as the community supervision.On this basis,the author systematically analyzes the reasons that lead to the problems in the prevention of juvenile delinquency in rural areas,that is,the legal system is not perfect,the government does not pay enough attention to it,the government's functions are not positioned properly,and the social governance ability is insufficient.Finally,from the perspective of public governance theory,new public service theory,and crime sociology theory,some suggestions are put forward to improve the prevention of juvenile delinquency in rural areas: First,to clarify the responsibilities of department management,is to clarify the division of functions and optimize the allocation of power with establishing special agencies for the prevention of illegal and criminal crimes.The second point is to perfect the work mode of crime prevention,namely,to establish the work mode of community prevention,and to establish the work mode of network prevention and help.For the third one,it's important to establish coordinated management of society under the leadership of the government,strengthen dynamic management,strengthen environmental governance,step up efforts to combat it,strengthen education and guidance,and mobilize support for social participation.Fourth,establish and improve relevant safeguard measures,which means to improve the legal and regulatory system,speed up the reform of the household registration system,implement the main responsibility of the family's,put the full place of the school's main channel,and speed up the development of rural economy and society.
