Public ownership economy is the main body of China's socialist market economy.It is the cornerstone of social stability and stable economic development,as well as a guarantee of common prosperity.In China,publicly owned enterprises mainly take the form of state-owned enterprises,which have played an irreplaceable historical role in establishing a complete industrial system and national economic system.However,with the development of state-owned enterprises,the drawbacks such as inefficiency have gradually emerged,and so the process of reforming state-owned enterprises,which is market-oriented and the establishment of a modern enterprise system at core of the property rights system,has begun.However,this is accompanied by the phenomenon of the absence of laborers' rights,which is contrary to the laborer's dominant status and scientific socialist principles.Therefore,this paper attempts to realize the rights of laborers through the reform of state-owned enterprises,clarify the dominant status of laborers in state-owned enterprises,and ensure that the socialist nature of reforms remains unchanged.This paper first sorts out the historical course of state-owned enterprise reform,summarizes the absence of laborers' rights due to excessive emphasis on increasing economic efficiency in the process of state-owned enterprise reform,and then analyzes the reasons of these phenomenon: constraints of the centralized government system on laborers' rights,resulting in suspension of labor ownership,and the absence of laborer's rights which is not commensurate with the dominant status of laborers in state-owned enterprises,and even contrary to the principles of scientific socialism.Thereby,it is proposed that the government's centralized ownership and administrative power,based on the laborer's ownership of the labor force and the ownership of the means of production,are subject to the overall framework of socialist democracy and legal system,and state-owned enterprise reform is conducted on the purpose of realizing the rights of laborers and reflecting the socialist attributes.
