| With the support of the socialized national social welfare policy,the reform of public pension institutions began to start in 2013,and the public and private pension institutions were formally implemented.There were 124 pension institutions in the first batch of pilot reforms nationwide,of which 3 were in Wuhan.On October 2017,The civil affairs department has once again selected 116 pension institutions nationwide for the second batch of pilot reforms,of which there are two in Wuhan.The pilot pension institutions are strengthening their management level and improving their service capacity.Some achievements have been made in innovating the operation mechanism,but there are still some problems,such as the reform effect is not remarkable,the implementation process is not standardized,the number of public and private pension institutions is on the low side,the reform intensity is not enough,etc.Therefore,this paper takes Wuhan City as an example,through the evaluation and comparative study on the operation status of different modes of public construction of pension institutions,summarizes the shortcomings.The countermeasures and suggestions are put forward in order to promote the development of pension institutions in Wuhan and perfect the service system for the aged in Wuhan.Based on the value chain,this paper constructs a functional pension service supply chain,which is composed of three parts: the pension service integrator,the old-age service provider and the demand side of the old-age service.This paper constructs the performance evaluation index system of pension institutions,which includes 3 primary indexes,8 second class indexes and 18 third grade indexes.The data collected by literature analysis,interview and questionnaire survey are analyzed.Among the existing 5 private pension institutions in Wuhan,the representative trust management mode B community nursing home and the contracted management mode F welfare home are selected to evaluate the operation effect and analyze the difference between them.The results show that: first,the commissioned and contracted operation models of the public construction private pension institutions in Wuhan have achieved good operation results.The public construction private pension institutions,represented by the B Community Welfare Home,have lost money from each year.Relying on government subsidies to maintain its operation,the occupancy rate has now reached 940.The commissioned operation model of public and private pension institutions,represented by the F welfare home,has been more than 90% since its operation.Relatively speaking,The operation effect of the entrusted operation model of the public construction private pension institutions in Wuhan is better.The main performance is in two aspects.In terms of supporting performance,the public construction private pension institutions have better service content and complete infrastructure.Human resources support is better,economic and social benefits are higher,service satisfaction and life satisfaction are higher.In the result performance,the economic benefit and the social benefit of the private pension institution entrusted by the public construction are better.Of course,There are still some places to be improved in Wuhan.For example,the nursing staff is not professional enough,the satisfaction of psychological counseling service is low,and the economic benefits of pension institutions are not high.Therefore,at the government level,It is necessary to issue the leading documents for the reform of the public and private pension institutions,implement the policies and methods for the training of talents for the aged service,improve the supervision of the private pension institutions built by the public,strengthen the internal management and service innovation at the level of the pension institutions,and at the social level,Give play to industry associations,network media forces,improve the public construction of private pension institutions operating results. |
