Research On Disaster Relief Management System And Policy Optimization In Fujian Province

With the rapid development of society,the population density has increased,and the losses caused by disasters have also increased.Fujian Province is located in the subtropical maritime monsoon climate zone.It is hit by typhoons,floods and other marine disasters every year,and the frequency of occurrence is high and the degree of damage is high.According to statistics,about 5 million people in Fujian Province suffer from different degrees of disaster every year.Compared with the normal social assistance in the normal state,natural disasters are characterized by their unpredictability,destructive power and wide range of damages,making disaster relief in an extraordinary state urgent and arduous.However,most scholars in China are currently studying the rescue under normal conditions,but the research on disaster relief for special groups such as "disasters" under natural disasters is insufficient.In addition,natural disaster relief is different in special rescue standards,rescue modes,rescue legislation.Therefore,research on disaster relief can make up for the current vacancies in disaster relief.For Fujian Province,on the one hand,under the new situation of dealing with disaster prevention,mitigation and relief,the traditional government-sponsored disaster management system has gradually exposed problems in operational mechanism,system construction and capacity building,which can't^meet the current needs of disaster response.On the other hand,in the context of the reform of state institutions,Fujian Province established the Emergency Management Department on November 6,2018 to integrate the functions of disaster prevention,mitigation and relief,with a view to building a unified leadership,consistent power,and authority.The system will further improve the synergy,integrity and professionalism of emergency rescue,and improve the ability of disaster prevention,mitigation and relief.Therefore,it is necessary for us to sort out and optimize the current disaster relief management system in Fujian Province to adapt to the reform of the new institution,respond to the new situation of disaster prevention and mitigation,and better play the role of the Emergency Management Department.This paper starts with the development process of disaster relief management system in Fujian Province,and elaborates on its management basic system,organizational system and responsibilities,and main management measures.Furthermore,it is concluded the problem and the reason that Fujian Province has low contingency plans for disaster relief management,pay more attention to the city and ignore the village in disaster relief work,imperfect material reserve system,catastrophe insurance system is still in its infancy,and social organizations lack guidance and supervision.Then it introduces the characteristics of advanced disaster management systems in foreign countries and the enlightenment of successful experience.In combination with the actual situation in Fujian Province,we will strengthen the comprehensive management mechanism for disaster relief in Fujian Province,speed up the improvement of the rescue material reserve system,promote the development of the catastrophe insurance system,and the government should actively guide social organizations to participate in disaster relief.
