Construction a high quality of the party and government cadres is not only the internal requirement that can improve the ruling capability of the communist party of China,but also the inevitable demand that can promote the social development and stability.With issuing a series of new cadres HR management principles and laws,China has achieved the remarkable results in the reform practice of cadres selection and appointment.However,these national level principles and laws have not the immediate and available operations on the selection and appointment of the grass-root cadres.Therefore,how to develop a scientific and normative principle for the selection and appointment of the grass-root party and governmental cadres will become a very important research topic.Taking the cadres selection and appointment work of Liaoyang County as an example,this thesis could be organized as follows.The first section described the research purpose and significance,reviewed the relevant research works on selection and appointment of domestic and international civil servants,and defined the research ideas and methods.The second section clarified the basic concepts,elements and necessity of cadres selection and appointment principle.The third section specifically introduced the basic situation and characteristics of cadres selection and appointment in Liaoyang County,and analyzed the existed problems and the corresponding reasons in the actual cadres selection and appointment work in Liaoyang County.The fourth section raised the improvement suggestions for the cadres selection and appointment work in Liaoyang County from three aspects,that is,system construction,cadres training and supervision mechanisms.The final section concluded this thesis with a discussion on its deficiencies and the future work.
