Study On The Joint Governance Model Of Letters And Visits In Q County Of Qujing City

The petition system is a governance system with Chinese characteristics and long history.At various important historical stages,the petition system played a key role in reaching out to the masses.In recent years,economic development has entered a new normal.Various reforms have gradually deepened,social interests have continued to adjust,and historical issues and problems in real development have been intertwined,leading to high levels of social problems.The county government has responded to difficulties in petitions.The ineffectiveness of the system of letters and visits has intensified the pressure on the county government's social governance.In the work of letters and visits,the links between the various departments are not smooth,and there is no comprehensive force to promote problem solving,resulting in fragmentation of power,functions,mechanisms,and information.The "decentralized" work style of letters and visits has gradually become overwhelming in resolving contradictions and problems.Practice has proved that Creating a "holistic governance" model is a solution to the "fragmentation" of letters and visits,and it is also a solution to the dilemma of letters and visits.This paper puts the governance of petition issues in the public management category.The holistic governance theory in the field of public management is selected as an analytical tool.The Qujing City Q County petition agency--Q County Letters and Calls Bureau and the Q County Joint Working Group on Resolving Letters and Calls were selected as research objects.In order to innovate the working methods of the masses and overcome the shortcomings of the traditional and scattered work patterns of letters and visits,Q County of Qujing City has established a joint governance model of letters and visits.This model has effectively enhanced Q County's ability to cope with and solve various types of petition problems by integrating institutional settings,departmental objectives,optimizing process procedures,and setting up technology platforms.However,due to insufficientcoordination and integration,there is a certain lack of operation of the model,and there is a problem of “fragmentation”.Aiming at the deficiency and causes of the joint governance model of petitions and visits in Q County,this paper proposes countermeasures to improve the joint governance model of letters and visits: First,we must improve the concept of governance.Adhere to the concept of citizen demand orientation and service result orientation.Second,we must improve the governance mechanism.Build an overall organizational coordination,institutional coordination,responsibility coordination,and legal coordination mechanisms.Third,we must improve the means of governance.Build a technical support platform and a results application platform.Optimize,coordinate and integrate the organization,goals,processes,information,etc.,so that the letters and visits work out of the premise,so as to finally achieve the purpose of properly resolve conflicts and disputes,and effectively ensure social harmony and stability.
