Research On The Current Inspection And Supervision Work In China

The inspection system,as a system in which the central government dispatches inspectors to inspect local areas,had existed for a long time in ancient China.As an extension of inspection system at the grass-roots level,the CPC Central Committee attaches great importance to the inspection system.Since the 18th CPC National Congress,a series of new systems,methods and measures have been implemented to effectively promote the inspection work.At the 19th CPC National Congress,“the inspection system established by the Party's municipal(prefectural,state,alliance)and county(city,district and banner)committees"was written into the newly revised"Constitution of the Communist Party of China".At present,inspection has become the "powerful tool" of inner-party supervision in cities and counties,which has played a positive role in further strengthening inner-party supervision and promoting the comprehensive strict Party discipline developing both in scope and in depth.This paper starts with the changes of the inspection system,expounds the evolution of the ancient Chinese inspection system and the development process of the CPC inspection system.Taking X city as an example,this paper introduces the basic information of the inspection organizations of the Party committee,to enable reader to have a basic understanding of the inspection and supervision work.The research carried out in this paper is based on the logic of practice,achieving results,existing problems,analyzing causes and solving problems.Firstly,it introduces the proceeding situation of inspection and supervision work in X city from six aspects:team construction,system norms,work tasks,methods,application of results and participants,and expounds the differences brought about by inspection,that is,the complementary improvement of local authority system and the changes of political ecology.Then,combined with the actual situation,this paper analyzes the constraints of carrying out inspection and supervision work,and on this basis,it makes some suggestions on how to do this work well in the new era:Broaden the horizon:Constructing a professional inspection team that keeps pace with the times;Up and down linkage:Improving the integrated communication mechanism of inspection and patrol;Facing the grass-roots level:Strengthen consensus and rally people's hearts;Making good use of external forces:Broaden the sources of problem discovery;Deepening rectification:Forcing the implementation of responsibility.
