The ability status of civil servants in towns and villages is directly related to whether the implementation of national policies can be implemented,directly related to the satisfaction of the people to the government,and directly related to the construction of a service-oriented government.Under this situation,it is very necessary to strengthen the research on the ability of grassroots civil servants,especially township civil servants.Based on the research at home and abroad,this paper uses the literature research method,statistical analysis and questionnaire research methods to analyze the current situation of civil servant capacity improvement in the towns and villages of Ha Tinh,Vietnam.This paper studies the problems and causes of the improvement of civil servants' capacity in townships and towns,expounds the status quo and experience of civil servants' ability improvement in developed countries,and puts forward the civil servants of Ha Tinh province in Vietnam in light of the problems existing in the improvement of civil servants' capacity.Advice on capacity improvement.Through the research in this paper,it is conducive to further improve the domestic research of relevant topics in Vietnam,and provide theoretical reference and method reference for the capacity improvement of civil servants in Ha Tinh Province,Vietnam;it is beneficial to improve the efficiency of human resource allocation in township administrative agencies and promote the efficiency of the entire township administrative organs.Improve;help speed up the construction process of township service-oriented government,and promote the people's full membership of the grassroots government.Through the study of the capacity improvement of civil servants in towns and villages,the following conclusions are drawn:(1)The capacity of civil servants in the towns and villages of Ha Tinh,Vietnam is mainly in the capacity of civil servants in the towns and villages of Ha Tinh,Vietnam,where the ability to learn is not strong,and the quality of education and training is low.problem.(2)Self-cause,institutional reasons and organizational reasons have a significant positive impact on the capacity of civil servants in the towns and villages of Ha Tinh,Vietnam.(3)Through the study of the experience of civil servants in the United States,Britain,France,and Japan,combined with the reality of Ha Tinh Province,the lessons learned can be summarized:the state must issue unified legal documents to unify the construction,management,and use of civil servants.These documents are the basis for the selection,use and training of civil servants;improving the moral standards of civil servants.(4)In view of the problems existing in the capacity building of civil servants in townships and towns,combined with the advanced experience of the ability of foreign civil servants to improve,the countermeasures for the improvement of the capacity of civil servants in townships and towns are obtained:improving the employment of civil servants in townships;innovating and perfecting policies.
