Study On The Problems And Countermeasures Of Residents' Participation In GY Community Governance In B City

Since the 18th National Congress of the Communist Party of China,China's reform and opening-up have been further deepened,whose economic and social development has entered a new historical period.Social changes have further promoted the major changes in the urban social structure and the management structure of social organizations,which has triggered a series of unstable and unhealthy factors.How to solve various deep-seated obstacles and potential risks and how to resolve social class contradictions and interest differentiation have aroused wide concern of the whole society.Reports of the 19th National Congress of the Communist Party of China points out that a community govermance system should be built,organizations at the basic level should be turned to be the center of the social governance,effectiveness of social organizations should be fully played,to maintain a good relationship among government governance,social regulation and residents self-governance in the long term.As the basic unit of society,the community has become an important part of the modernization of state governance,playing a role in easing social contradictions and strengthening social management.Residents are the main body of the community.By participating in community governance,residents can more directly appeal for their own interests and smooth communication charnels,so as to make up for the lack of govermment services and relieve the pressure of the government.Therefore,improving the participation ability and level of community residents plays an important role in promoting the overall development of the community and society.GY Community in B City was established in 2012.It has a resident population of about 10,000 people and it is a community that integrates resettlement houses,low-rent houses and public rental houses.,which has a certain representativeness of the community residents' participation in community govermance research.This paper attempts to use the theory of polycentric governance and the theory of civic participation as the theoretical support,and comprehensively uses document analysis method,participatory observation,and questionnaire method to study the participation of community residents in community govermance.Combined with questionnaire survey,personal interview and other methods,this paper analyzes the participation willingness,degree,content and channel of residents in this community.In view of the above analysis,this paper suumarizes the reasons why residents participate in community governance in participant aspect and governance environment aspect.On the basis of full investigation and research,this paper proposes the following ways to improve the participation of residents in community governance in GY Community:first,the awareness and ability of residents to participate in community governance should be improved;second,government authority and community function should be cleared;third,community organizational resources should be integrated;fourth,the working methods of residents participating in community governance should be innovated,that is three lists of community governance work methods.
