Research On The Supply Of Urban Basic Public Services Based On Community Life Circle

With the further development of the systematic research and construction of public services in China,the urban basic public services in China have achieved remarkable results in realizing wide coverage and equalization.However,it is undeniable that the supply of urban public services is still one of the key shortcomings of China's urban economic and social development.The reform of urban public service supply needs to transform from the logic of administrative management to the logic of social governance,from "extensive" supply to "precise" supply and demand match.At present,the concept of community governance plays an increasingly prominent role in the design of national and local systems,community has become an important space carrier and practice field for the construction of urban governance and public service system.However,the existing public service rationing reform and practice based on community space still have many shortcomings.For example,the problems of unbalanced supply,insufficient supply and mismatch between supply and demand caused by administrative division cannot be solved fundamentally;not reshaping government,markets and social relations from the point of view of institutional supply,as a result,the supply entity is unclear,the responsibility is unclear and the mechanism is not suitable,which leads to the residents'low satisfaction with public services and the waste of public resources.Therefore,it is of great theoretical and practical significance to further explore and improve the reform of public service supply based on community space.The concept of community life circle fits the reality that residents increased mobility,and diversified demand under the market-oriented context.From the perspective of time and space,insisting on multiple participation,paying attention to the implementation of the bottom-up mechanism,exploring the dynamic relationship in "civil daily demand,community space organization,facilities supply ",with the help of the community life planning idea,the accurate equilibrium configuration of public service resources in the city can be realized.This paper uses text analysis,questionnaire investigation,and interview method,using community life planning concept as the breakthrough point,to make empirical studies of basic public service supply of Jinan,to learn about its urban community basic public service supply of the overall situation,existing problems,and etc.Finding the problems including insufficient supply,imbalanced structure of content and obvious differentiation between supply areas.This paper aims to explore the experience of pilot streets in the reform of public service supply by investigating the pilot streets of community life circle in Jinan city.Finally,based on the problems existing in the supply of basic public services in the community life circle and the experience of the pilot streets in the reform of public service supply,this paper explores the following suggestions for the supply of basic public services in the city based on the community life circle:To enhance the implement of relative public polices;Reasonably define the rights and responsibilities of the supply subjects of basic public services;Improve the public-oriented multi-participation mechanism;To construct a scientific assessment and incentive mechanism for the supply of basic public services in community life circle;Increase financial support for community-level governments and coordinate the building of community organizations and talent teams.Explore the differentiated spatial acquisition path according to the regional spatial difference.
