Research On Deliberative Democracy Of Urban Communities In New Era

At the Third Plenary Session of the 18 th CPC Central Committee,Xi Jinping pointed out the goal of comprehensively deepening reforms-promoting the modernization of the national governance system and governance capacity.As the grassroots governance at the micro level of national governance,the development of community-based deliberative democracy is closely related to it.Especially in the report of the 19 th National Congress of the Communist Party of China,Xi Jinping once again clearly pointed out that it is necessary to build a social governance pattern of the "three-nation" concept,that is,to build and share common governance,strengthen the construction of a deliberative democratic system and a community governance system,and promote the focus of social governance to the grassroots.shift.As the basic unit of national governance and grassroots governance,urban communities,under the general environment of socialist market economy with Chinese characteristics,the community interests are diversified,and the interests appeals are also diversified.The traditional community management model is not difficult to adapt to the modern community.Construction and development urgently need a new type of governance concept and method to meet the growing diversified needs of the people.As a new democratic paradigm and governance concept,community-consulted democracy meets the needs of modern urban community development and transformation,and can fully meet the growing diversified needs of community multi-agents when fully realized.Good governance and development in the community is the goal that China's cities must pursue and the direction of their efforts.The deliberative democracy is regarded as an effective way of urban community autonomy and a breakthrough in achieving grassroots modernization.In the process of continuous research and exploration,from the necessity and feasibility of deliberative democracy in urban communities,find out its theoretical basis and researchable value and significance.In addition,combined with the examples of the two communities in Nanchang City,the actual situation of the implementation of the deliberative democracy in community governance is thoroughly explored.By analyzing the main body,procedures,channels,supervision,and implementation and feedback of the consultation results of the community.It summarizes the effectiveness and value of the process of community deliberative democracy and the dilemmas and problems it faces,and analyzes the causes and problems from the perspectives of government,society,community and citizens.In this regard,the main body,procedures,channels and supervision of the community's deliberative democracy are proposed as constructive,operational and symmetrical.In the process of optimizing the transformation of community governance in modern cities,promoting the effective development ofcommunity-based deliberative democracy not only contributes to the cohesion of community governance consensus,the cultivation of culture,the absorption of resources,but also accelerates the standardization and institutionalization of community-based deliberative democracy practice.So as to realize the formation of a new era of social governance and the formation of a common governance.
