In the past 40 years of reform and opening up,China's social economy has made great progress. At the same time, the gap of public resources between urban and rural areas has also grown.A large amount of public resources is allocated to urban areas.while rural areas have very limited public resources,it can be seen that urban and rural society is severely unbalanced in the allocation of public resources. When the rural residents' public resource needs cannot be basically met, they will choose to leave countryside and move to cities. Then, how does the distribution of public resources in urban and rural areas change? And how does the gap between the distribution of public resources in urban and rural areas exist? How does it affect the decision of rural residents to leave home and enter cities, and how does it affect the identity consciousness of rural residents change? With these confusions, this essay carries out research. In the first part, through the statistical yearbooks and government documents of Henan Province,we have a clear understanding of the current status of urban and rural public resource allocation here.We also conduct a field research of the public resources in CH Village. In the second part,it is found in the comparative study that the imbalance of urban and rural public resource allocation does not the directly reason leading the rural residents to leave their homeland and enter the city. However, factors such as the actual needs, family economy, villagers' psychology and local culture jointly and the cross-influence causes this decision. In the third part, the author finds that under the different stages of development of urban and rural public resource allocation, there are three different stages in which rural residents suffer from changes in identity consciousness.Firstly, before they entering cities, the gap between urban and rural public resources varies from small to gradually unbalanced, rural residents have deviated from their self-identity and changed from from "villagers" to "bumpkin".And their sense of identity and belonging have gradually weakened.Secondly, with the increasing gap between urban and rural public resources, rural residents migrated to urban areas with more public resources. When entering the town and facing the abundant urban public resources, they hope to achieve self-transformation through hard working so that they can get rid of the label of "farmers" and become "citizens",so as to obtain the rich public resources linked with the status of "citizens".Thirdly, even if huge changes have been made to narrow the gap, they still find that they could do noting to eliminate the gap between "farmers" and "citizens".However, with the support of long-term social integration, rural residents can enjoy more equal public resources in urban life even if they cannot become the real "citizens".They no longer deliberately emphasize the boundaries and differences of identity, the identity awareness of urban and rural residents is gradually weakening. Finally, the author believes that rural residents do not really want to become the real "citizens",but the desire and recognition of more public resources attached to the identity of "citizens".If the gap in the urban-rural public resource allocation cannot be narrowed, and then the rural society will inevitably decline in an unstoppable way.The rural residents will not be able to truly integrate into the urban society and there will be double crisis of urban and rural society.
