Research On The Issue Of Social Organizations' Party Construction Under The Background Of Urban Community Governance

With the continuous deepening of reform and opening up policy and the development of market economy policy,more and more social organizations appear in urban communities which play an increasingly significant influence on urban community governance.In the process of rapid development of social organizations,there is a series of problems.Under this background,it is necessary to study how to strengthen the party construction in social organizations for leading social organizations to participate in urban community governance.The first section of this paper summarizes the research results of domestic and foreign scholars and clarifies the research content,research framework and research methods based on the background and significance of topic selection.The second section elaborates relevant concepts and theories,especially explains the four concepts of party construction,social organization,party construction in social organization and urban community governance,and the governance theory,new public service theory and objective management theory are used as guidance.Then,analyzing the necessity of strengthening the party construction of social organization in urban community governance.The third section takes T District as an example to introduce the basic situation of the social organizations' party construction in T District,and specifically analyzes the practices and achievements of T District.The fourth section analyzes the existing problems of social organizations' party construction in T District,and concludes three aspects :the work hasn't been carried out in place,the role of the party organization isn't obvious,the participation in urban community governance isn't high,then analyzes the problems and concludes the reasons are:lacking of strong responsibility awareness,lagging leadership style,lacking of talent team.The fifth section gives three suggestions about how to strengthen the social organization party construction to participate in the urban community governance,they are enhancing responsibility awareness,strengthening party organization,and improving the ability in urban community governance.Finally,author gives the conclusion and prospect of the research.This paper analyzes and studies the party construction work of social organizations under the background of urban community governance through the method of literature research and typical case analysis.Through consulting a large number of literature,such as journal articles,academic papers,government documents,statistical data,and so on,in-depth understanding of domestic and foreign scholars,relevant institutions research status of party construction in social organizations in participating in urban community governance,exploring and finding the research breakthrough of this paper.Taking T district as a typical case to analyze the role of social organization party construction in urban community governance.The innovation point of this paper lies in: Firstly,it is the topic innovation.Taking T District as an example,this paper studies the problem of social organizations' party construction under the background of urban community governance,and combines with practical work to explore the new path of social organizations' party construction.Secondly,it is the visual innovation.The social organizations' party construction is studied from the perspective of governance theory and urban community governance.Thirdly,it is the innovative ideas.Mainly from enhancing awareness,strengthening construction and improving ability to reinforce the party construction of social organizations,thus participate in urban community preferably.As non-governmental organizations in addition to the political party and the government,social organizations could be able to undertake the connection of government functions,because it has many functions,such as,voluntary,autonomy,non-profit,public welfare and other characteristics.That's to say,social organizations could assume the things which the party committees and governments can't administrate through the social public participation to solve.With the development of the social governance system,the role of social organizations is becoming more and more obvious.With the mass emergence of social organizations,it is important to strengthening the party organization construction of social organizations.Therefore,it is considerable for local party committees and governments at all levels to strengthen the party organization construction of social organizations.It is all things will need to plan as a whole that how can guarantee the party construction of social organizations participating in the urban community governance which playing a positive role to reach the desired purpose and achieve satisfactory results with unceasingly summarizes the new problems,new situations,new developments and new trends in the practice process,and strengthening the evolutionary predictability of the work from the perspectives of ideas,mechanism and system,strengthen the attention.
