Passive,Linkage,Initiative:Research On The Action Of Social Work And Community Partnership In Community Governance

In 2013,the Ministry of civil affairs and the Ministry of Finance issued the opinions on accelerating the promotion of community social work services,which clearly put forward the work requirements of "three community linkage",that is,in accordance with the idea of "government support,social undertaking,professional support,project operation",to explore the establishment of a community-based platform,with social organizations as the carrier,with social organizations as the platform A new community service management mechanism supported by social work professionals.After that,social work’s participation in community governance has become an upsurge.After five years of promotion,social work is still faced with a big problem when it enters the community based on the project platform.The first problem is the cooperation with the community.In the face of this problem,how should social work promote the progress of the project and further promote community governance? This paper uses action research as the research method,through three rounds of action cycle,and combined with Giddens structural theory as the analysis tool,to carry out the research,and finally form the following findings: firstly,community workers,that is,actors,have changed their cognition,ability and initiative.After three rounds of action research,social work has improved the community workers’ understanding of social work,social work projects,social work activities The cognitive level of community governance,and the design and implementation ability of case,group and community activities.Secondly,the cooperative relationship between social work and community has experienced a change from passive,linkage to initiative,realizing the goal of community staff actively designing and carrying out community activities,promoting residents’ participation,supporting community self-organization construction,building community volunteer team and creating community governance atmosphere.Thirdly,after social work enters the community as a structural element with the project as the carrier,through action research,it has completed the remodeling of the role of actors,that is,community workers,the reconstruction of community structure rules,the reconstruction of community structure resources,and promoted the interaction between actors and community structure.
