Study On The Problems Of Community Construction And Governance Of Yongxing In Sansha City

Since the establishment of the city of Sansha in July 2012,under the leadership of the Sansha Municipal Party Committee and the municipal government,under the guidance of the principles of"protecting rights,maintaining stability,protection,and development",the socio-economic development of Sansha City has grown by leaps and bounds.As the largest fishermen's community in Sansha City,Yongxing community has implications for the construction and governance of all fishermen's communities in Sansha City.In the past five years,Yongxing community infrastructure construction in Sansha City has continued to advance.The level of transportation,medical care,and social public services of fishermen has continued to improve.Housing,employment,and income have also changed dramatically before the establishment of Sansha City.However,with the changes in the socio-economic development of Sansha,the internal and external environments that affect the construction and governance of the Yongxing community in Sansha City have undergone major changes.The bottleneck and ceiling of the governance and development of the Yongxing Commlunity have gradually emerged.Concentrated performance is that:the construction of fishermen's community infrastructure cities can not fully meet the needs of fishermen pursuing a beautiful new life;the employment channels are still relatively single,the income of fishermen is increasing;the fishery resources are increasingly depleted,and fishermen are pressured to switch jobs;social security is There is still a certain gap between fishermen's expectations;community governance is still plagued with problems such as the lack of institutional mechanisms.If these problems cannot be resolved in a timely and appropriate manner,it will directly affect the sustainable development and harmony and stability of the Yongxing community,and even affect the implementation of the strategy for the rights protection of the South China Sea.On October 18,2017,Comrade Xi Jinping pointed out in the report of the 19th CPC National Congress that the issue of agriculture and rural peasants is a fundamental issue related to the national economy and the people's livelihood.It must always be the top priority of the work of the whole Party to solve the "three rural issues" problem.To this end,China will implement a strategy for rural revitalization.It is proposed to further promote the development of rural industrial integration,support and encourage farmers'employment and entrepreneurship,and broaden income channels.We must strengthen basic rural basic work and improve the rural governance system that combines autonomy,the rule of law,and-the rule of virtue.Faced with the new situation,new background and new requirements,the government agencies and organizations at all levels of Sansha City,the Yongxing community and the majority of fishermen should follow the Party's Nineteenth National Congress report on the prosperity of the industry,ecological livability,rural civilization and governance.The general requirements for effective and affluent life,the establishment of a sound fishing village governance system,and the acceleration of the modernization of fishery and fishing villages,and actively thinking about the future construction,development and governance of fishermen communities,new ideas and new directions.In this paper,literature research,questionnaire survey and comparative research methods were used to study the status quo of community construction and governance of Yongxing in Sansha City;the problems in the construction,development and governance of Yongxing communities were identified and analyzed.Experiences in the construction of fishermen's communities in other regions have provided suggestions and meas-ures to further promote the construction and governance of Yongxing communities in Sansha City,providing reference for the management of relevant organizations and institutions in Sansha City and Yongxing Community.
