Corresponding to the rapid development of the social economy,the occupational pressures faced by various sectors of society are also increasing.And the most direct result of this trend in the civil service is the problem of job burnout among civil servants.At present,the job burnout of civil servants in our country is more serious,which is an important problem to be solved.Therefore,it is very important to find a practical and feasible way to deal with the job burnout of civil servants.This article holds that the reason of job burnout of civil servant can be analyzed from three aspects: individual,organization and society.Through the study,it is found that the reasons of personal aspects mainly include the role conflict,the gap between expectation and reality,and the psychological factors such as personality traits,etc.The reasons for the organization include heavy and trivial organization work,imperfect human resource management system,unreasonable organizational structure,etc.The main reason for the social aspect is that the public expectations of civil servants are too high for them to bear the great psychological pressure.Therefore,the existing human resource management system should be perfected and the civil servants are given various forms of care from the mind of the servants.It is particularly important to prevent civil servants' job burnout by providing psychological assistance to civil servants to meet the needs of civil servants in many ways.Employee Assistance Programs(EAP)is a long-term mental service project provided by the organization for employees.It helps to improve the environment and atmosphere of the organization in a variety of ways,and solves all kinds of psychological and behavioral problems of employees and their family members,and ultimately achieves the purpose of improving the organizational performance.As a new way of human resource management in psychology,EAP has been widely applied in western countries and achieved good results.With the integration of Chinese and western culture,and the promotion of humanistic management thought and competency thought,it is proved that EAP can also be applied to the problem of job burnout of civil servants in China.Moreover,the application of EAP in the government departments of western countries also provides us with reference experience,such as improving the service content and operation mode of civil service EAP and integrating the EAP with new technologies,.According to the actual situation of our country,we can apply the EAP to the job burnout of our civil servant through the construction of the local civil service EAP model and the intervention system to deal with the job burnout of civil servants under the support of new technology.In order to build an intervention system to pervert the job burnout of civil servants,fist of all,we need to clear the functional departments of EAP,secondly,we should organize and evaluate the needs of civil servants,and then let the civil servants understand and accept the EAP through propaganda and promotion,And meet the psychological needs of servants by selecting the appropriate EAP service content and service mode.Finally,we need to evaluate the implementation effect of EAP in order to continuously improve the service mode of EAP.This article also constructs the three level intervention system of EAP to realize the prophase prevention,medium-term intervention and later treatment for the job burnout,so as to achieve the goal of preventing the job burnout of the civil servants in a comprehensive way.
