In the western developed countries,the history of civil service system was more than 100 years,but the system in China was officially introduced in 1993.With the rapid development of China's socialist market economy,the implementation of the civil service system has become an indispensable part of China's political structural reform.In the course of continuous development and improvement of the national civil service system,the promotion and incentive mechanism of civil servants,especially the research on the promotion and incentives of civil servants in the village and town still needed to be further expanded.Establishing a sound and scientific promotion system for township civil servants is a gradual process that requires scholars to further expand in this area.The research on the promotion and incentive issue of the township civil servants is playing a very important role in cultivating and selecting outstanding talents,as well as motivating them to improve their work efficiency.As a general matter,with the promotion of civil servants,the status,treatment,and reputation of individuals could be correspondingly improved.However,the resources in the organization are still limited after all,so no matter the senior leader or the middle-low class leader,they cannot meet the needs of all the people.Under such condition,we should start to re-examine the incentive role of civil servant promotion,especially the promotion dilemma of township civil servants in China.How to optimize the allocation of limited organizational resources,how to achieve the fairness,publicity and justice in the promotion of civil servants,with the purpose to make civil servants trust the organization and their leaders,how to clarify the relationship between civil servant promotion and incentives,to break through the incentives for civil servant promotion,and all of these have become the consensus of various government departments.The research and discussion on this issue will be of great significance for the improvement and development of the promotion system for township civil servants in China.This paper took the township civil servants in Dexing City as the research object,to analyze the status quo of the promotion and incentive of township civil servants in Dexing City through the method of questionnaires.On this basis,this paper clarified the practical problems of the promotion and incentive of township civil servants,to dig out the reasons of these problems,so as to put forward corresponding improvement measures on the dilemma that we faced,which could better improve the incentive mechanism for township civil servants,so as to provide them with a broader space for development and motivation,to make the civil servants can better serve the people and the country.
