Abstract/Summary:
Along with the rapid development of information technology, the environment government faces is becoming more and more complicated. The operational efficiency of conventional administrative method is becoming lower and lower and the reform of governmental management is extremely urgent. As a result, entrepreneurial government, e-government, service-oriented government are posed from different perspectives to provide countermeasures for the reform of government management. Via the experiences of enterprise knowledge management, developed countries have started trying to apply knowledge management to government management, which has dramatically improved the efficiency of government management.In general, the systematic research on the methods of combination is lacking,although the combination of knowledge management and business process has become the theoretical research direction of knowledge management。In either enterprises or government, knowledge management is separate from business process. Furthermore, at present, entrepreneurial knowledge management remains the object of most theoretical studies and the research on the combination of government knowledge management and government process is rather deficient, which makes it difficult to provide theoretical and practical guidance for government knowledge management. Based on the thorough research of knowledge management and business process, the government process-oriented architecture of government knowledge management is discussed in this thesis, which helps to develop and deepen the theoretical research of knowledge management and makes the theoretical research of business process-oriented knowledge management extended from entrepreneur to government. The research of this thesis has, to some extent, developed the research scope of knowledge management and enriched the research contents of government knowledge management.The structure of this thesis can be divided into five parts: In the first part, after the discussion on the theoretical significance and practical value of this paper, the current situation of business process-oriented knowledge management is generally described.In the second part, the theory of knowledge management, business process and government knowledge management is introduced. Then the feature, principle and necessity of government knowledge management are discussed.The concept, feature, types and architecture of Agent are introduced in the third part. Then agent-oriented program and multi-agent system (MAS) are discussed in this part.Four topics are discussed in the fourth part which is the core part of this paper. Firstly, the government process-oriented architecture of government knowledge management is posed. Then, the idea of agent-oriented program is introduce to government knowledge management and the model of government process-oriented government knowledge management based on Agent is established. Finally, the multidisciplinary distributed model of government process-oriented government knowledge management based on MAS is established.In the fifth part, the summary of this paper is conducted. Meanwhile, the innovation and shortage of this paper is posed. Furthermore, the follow-up work is put forward at the end of this part.In conclusion, if government process and government knowledge management can be integrated perfectly, government efficiency will be improved drastically. However, no available solution can be used to combine government knowledge management and government process because of which joint efforts are needed among academic world, business world and government to provide feasible government process-oriented government knowledge management solutions based on multi-agent.
