Cadre exchange has always been an important topic discussed in the government system.Since the 1980 s,many scholars have begun to study it from different angles.Especially in recent years,with the further expansion of the cadre exchange system,a part of the "political CEO" group begun to be active in the line of sight,that is to say,The type of personnel commonly referred to the enterprises transferred to the political work,especially after the 18 th CPC National Congress,this phenomenon continues to show an increasing trend.Therefore,it is an opportunity to research on the leading cadres job rotation in government and enterprises.Firstly,this paper sorts out the relevant literature through the exchange of relevant concept cadres in job rotation,and then explains the course of its development from the institutional point of view,and lays a theoretical foundation for the following research on the leading cadres job rotation in government and enterprises.and makes use of the number of cases collected to have the job rotation in government and enterprises employment experience,using spss software to conduct descriptive statistical analysis,divided into the central enterprises and local state-owned enterprises to explain the current situation and time trend of cross-border employment of government and enterprises;In order to further test the different flows(promotion,adjustment,demotion),different regions(the eastern,central,and west),different time periods(before and after the 18 th CPC National Congress),central and local four grouping indicators in terms of academic qualifications,job rotation age,length of service of the original system,and so on,through the presentation of assumptions and the use of independent-sample Test and one-way ANOVA is validated.Whether there are significant differences in the aspect;at the same time,the promotion mechanism is discussed,analyzes the promotion situation of the two systems in the inward and outward transfer,and useing the correlation analysis to test the correlation between the appointment time and the promotion of ranks of state-owned enterprises,and compare whether there is a difference in the average number of years required by the top leaders of the state-owned enterprises to achieve grade promotion and grade adjustment.The results of the study show that the job rotation of government and enterprises are mostly male,and the proportion of women is small;and leading cadres generally take palce in middle-aged periods when they implement cross-border positions between government and enterprises,and there are many undergraduate and below qualifications in cross-boundary education;At the same time,most of the leading cadres have served in the original system for a long time.Relatively speaking,the original job time is shorter and the job changes are more frequent.It is further shown that the current job rotation of government and enterprises are generally on the rise.The leading cadres of different flows have significant differences in the job rotation age,the academic qualifications,the original system years of service,the working years of the original position and the working years of the original rank.There are significant differences in job rotation age among leading cadres with cross-border employment experience in the eastern and central western regions and the largest proportion of doctors and above in the eastern region;the job rotation age of leading cadres with the job rotation of government and enterprises experience after the 18 th CPC National Congress is long than before the 18 th CPC National Congressand and the proportion of doctoral degree and above education increased;Thejob rotation age of leading cadres in the central with the job rotation of government and enterprises experience is greater than the local level and there is a difference in the number of years of work with the local post;and there is a correlation between the time of employment of the state-owned enterprises and the promotion of the ranks,and the average length of service in the state-owned enterprises when achieving the grade adjustment It is longer than the average length of service of state-owned enterprises when they are promoted to the ranks.
