Study On The Role Of Local Government In Cultivating New Professional Farmers

Since 2012,the No.1 Document of the Central Government has proposed to cultivate new professional farmers for seven consecutive years.In 2018,the Central Committee of the Communist Party of China issued a comment on the implementation of the rural revitalization strategy,proposing to vigorously cultivate new professional farmers.The most crucial factor in the implementation of the rural revitalization process is talents.Cultivating new professional farmers is a necessary condition for strengthening the support of rural revitalization.As far as cultivating new professional farmers,in the context of rural revitalization strategy,how should local governments do their jobs,perform their duties,locate their functions,and cultivate a new type of professional farmers who love agriculture,take root in the countryside,have feelings,and dare to take responsibility The team has promoted the rapid development of the rural economy and has become a major research topic.This paper mainly uses the literature method,investigation method and statistical analysis method to analyze the role of local government cultivated by new professional farmers,mainly to analyze the Suzhou City of Jiuquan City with agriculture as the main driving force.Summary.The research results of domestic new professional peasant cultivation and the research results of foreign cultivating professional peasants,combined with the status quo of the cultivation of new professional peasants in Suzhou District and the status quo of the government,determined the research focus,difficulties and innovations,and formed the research of this paper.Ideas and made a technical roadmap for the paper.Through the literature on the evolution history and policy background and characteristics of the new type of peasants from farmers to professional peasants to new farmers,this paper defines the new professional peasants and summarizes them with human capital development theory and new public service theory.The role of local government in the cultivation of new professional farmers was analyzed.Based on the statistical data,yearbook data and questionnaires,the status quo of the cultivation of new professional farmers in Suzhou was analyzed.Through the research,it was found that there are many local governments in Suzhou.The problems include: unclear role positioning,inadequate promotion of propaganda,unreasonable training structure,inadequate use of funds,inadequate educational resources,and unscientific regulatory systems.According to the existing problems and the current situation and the existing research results,the countermeasures are proposed,including: clarifying the role of local government to increase the propaganda and motivating;optimizing the cultivation structure;making full use of the cultivation funds;expanding the scale of cultivation;and improving the supervision system.
