Study On Government Management Of Grain Postnatal Service System In G City

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the general secretary has attached to food security great importance and top priority in running the country,and treat "to achieve sustainable national food security" as an important economic task.It has proposed the strategy of enhancing food security by technologically supported productivity increase and appropriate import.With the rapid development of China's economy,the desire of people towards supply-side structural reform requires us to adjust the emphasis of work in a timely manner.We must ensure national food security at the root by addressing post harvesting issues to increase the supply of high-quality food.The State Council's General Office's "Opinions on Optimizing Support Policies to Promote Farmers' Continuous Income Increase"(No.87 [2016] by the State Council)clearly requires the building of one-stop food service centers that integrate collection,storage,drying,processing,distribution and sales."Moreover,the General Office of the State Council's “Opinions on Accelerating the Agricultural Supply-Side Structural Reform and Vigorously Developing the Grain Industry Economy”(No.78 [2017] by the State Council)proposes to “build a group of specialized and market-oriented post-harvest service centers to provide farmers with services involving grain cleaning,drying,storing,processing and marketing.In 2017,following the pilot programs of building the grain post-production service system in a sufficient manner in Sichuan,the Ministry of Finance and the State administration of grain Reserve Bureau did whatever lies in its power to promote a post-harvest service system throughout the country.Judging from the current situation,government management in the grain post-harvest service system in G city has been fruitful to some extent.But there are still problems such as insufficient government promotion,lack of cooperation and using market means in government management,and low government service quality.The article adopts the methods of literature analysis,case analysis,research and analysis,and combines the theory of holistic governance with the theory of service-oriented government to conduct in-depth exploration and research on the problems of government management in the post-harvest service system,as well as the reasons behind the above problems.Finally,the author proposes countermeasures and suggestions in the government management in the grain food post-production service system of G City from the aspects of optimizing government management measures,strengthening promotion efforts,coordinating and coordinating linkages,forming management synergies,innovating the management mode,promoting sustainable development,improving service quality and improving service levels.
