A Three-dimensional Model Of Cooperative Governance—Power Sharing,Responsibility Sharing And Co-Production

Human society has been developing continuously,the background of globalization is the product of the development of the times.In the process of globalization and post-industrialization,society is full of a high degree of complexity and uncertainty,public affairs have become complicated and dynamic,and more and more interests are involved,and the development of network information technology has also provided the conditions for various subjects to participate in social governance.These changes have all promoted the transformation of society,and the change of social governance model has also become the theme of the times.Especially in today's post-industrial society,which is full of high complexity and high degree of uncertainty,it is necessary to innovate the way of social governance and build a new social pattern of co-construction,co-governance and sharing.Cooperative governance is a new paradigm for innovation in social governance models,emphasizing cooperation and interaction between government and society,the public sector and the private sector in the functioning of society,which can effectively solve many public problems and improve the quality of public services,it is a necessary way for us to deal with future social governance.Although there are many researches on cooperative governance,the lack of unity and the lack of substantial breakthrough in the practice of cooperative governance are all obstacles to the further development of cooperative governance model.Therefore,on the basis of many researches on cooperative governance,this paper proposes an integrated framework,that is,how to better construct cooperative governance model from three aspects:power sharing,responsibility sharing,and co-production.From the perspective of history,this paper analyzes the characteristics and difficulties of traditional social governance,and then analyzes the government's governance reform in the process of cooperative governance from three aspects:power,responsibility and function.It is concluded that we should build the cooperative governance model along these three aspects today,and cooperation as a complete behavioral chain,these three aspects are also the most important link.The functions of the government are more reflected in the promotion of co-production in cooperative governance to improve the efficiency and quality of public services.Therefore,the cooperative governance model is constructed from three elements:power,responsibility,and production.Then it analyzes how to construct cooperative governance from the three elements of power sharing,responsibility sharing,and co-production,and tries to put forward an integrated model of cooperative governance to provide theoretical guidance for better cooperative governance.In the end,the paper also expounds the application prospects of cooperative governance in China with this integrated model analysis,and puts forward corresponding opinions and suggestions for the possible problems,so as to promote the forward development of cooperative governance in China.
