The Problems And Countermeasures In Comprehensive Regulation Of Tourism In AnHui Province

In 1979,Deng Xiaoping delivered the "Huangshan speech" and it became a prologue to the development of modern tourism in China.With the implementation of the reform and opening-up policy,China's modem tourism industry has witnessed a rapid development.With the continuous enhancement and enrichment of the economic level,tourism has entered into a new development stage of mass tourism,global tourism and high quality tourism,which is an important way to improve people's satisfaction and sense of gain.Since the 18th national congress of the communist party of China,the tourism industry has gradually become the main part of economic development,which has the improved industrial system,enhanced comprehensive benefits and has become the strategic mainstay industry in national economy develpment and the happiness industry closely related to people's life.In 2017,China's average number of trips per person reached to 3.7,and the total revenue of tourism was 5.4 trillion yuan,of which the domestic tourism revenue was 4.57 trillion yuan,.Meanwhile,the number of inbound tourists was 139 million,and outbound tourism 129 million in 2017.However,with the rapid growth of tourism market,hotly debated tourism complaint incidents,like Qingdao sky-high price shrimp incident,Heilongjiang Snow Township incident,Yunnan tour guide violence incident,has been repeatedly reported.Issues such as unreasonable low-priced travel,gouging and forced consumption are repeatedly occurred which will seriously violate the legitimate rights and interests of tourists,affect tourists' travel experience and damage the good image of the region.In this regard,the CPC Central Committee and the State Council attach the great importance to the comprehensive reform of tourism,they issued guidance,implemented institutional reform,and clearly put forward the requirements of comprehensive law enforcement reform.Tourism industry management departments continue to intensify the efforts to improve the order of the tourism market,but the problem,which the regulatory system construction and law enforcement forces do not match the rapid development of the market scale and the continuous extension of the industrial chain,is still prominent.In the time when tourism is increasingly pursuing experience,personalization and exploration,how to carry out the central decision-making and deployment base on actual situation of Anhui Province,accelerate the construction of a new type of comprehensive supervision mechanism to meet the needs of regional tourism in the new era,innovate the supervision methods,form the supervision synergy,solve the prominent problems in the supervision of tourism market,and improve the sense of tourists'acquisition,are urgent problems to be solved under the national requirement of deepening the reform of "FangGuanFu".This paper describes the related concepts of tourism market supervision,and compares and discusses the situations in China and abroad as well as the current and past from the basis and standards of tourism supervision and the evolution of the subject of supervision.This paper makes a detailed analysis of the development and evolution of industry associations,and its main purpose is to provide support and reference for the research focus of this paper which are problems and countermeasuresThis paper takes Anhui Huangshan,Chizhou and Jinzhai county's pilot reform of comprehensive law enforcement in the field of tourism management as examples to discuss,focusing on using Huangshan's exercise of relatively concentrated punishment in the field of tourism management as an example,to analyze several ways of comprehensive tourism supervision,.On the basis of extensive access to literature and combine with the experience of author's work practice,this paper analyzes the existing problems in the egion-wide tourism,institutional reform,commercial system reform,and the construction of social credit system and finally puts forward some countermeasures and suggestions,in order to provide some reference for the public policy making department to improve the policy.
