migrant workers Occupation Skills Upgrading scheme.This series of demands has raised new challenges for the local government in the transformation of the functions of the floating population and women's employment services and deepening the reform.Review of China's local government in the exercise of public service function,the "Shanghai model" and "Shenzhen model" has made a great contribution,which is worth learning,but the local level of government for female floating population public service system and policy are not perfect,there is a lack of service consciousness,lack of cooperation phenomenon.In this paper,in urban areas of Fuzhou city of Cangshan District Local Government in female floating population employment service for the study,hope for other similar background the local level of government to provide a reference.Based on Marx theory as guidance,using the relevant principle of public management,analysis,field investigation and comparison research method literature use through the analysis of the status of local government in helping women in floating population employment,so as to put forward a series of problems of the floating population in Cangshan district employment service for women,and women at home and abroad employment of floating population research status and exploration of female employment public service of the government at home and abroad experience and achievements,summarizes some experience and methods in combination of difficulty and key practical problems and put forward the corresponding countermeasures,enough to make up for the Cangshan district government in the female floating population policy support and employment service functions of the.Based on the principles of specific problems and the methods of internal and external combination,the countermeasures to solve the problems and the suggestions for improvement are found out.Fuzhou Migration of female population in Cangshan District,the employment service is still in the exploratory development,system and policy are not perfect,there are the following problems:1.the government on migrant women's employment service system,the lack of support;2.grass-roots team instability,low degree of specialization;3.the lack of communication between various departments the ef'ficiency is low;4.,located in the Cangshan district cooperation employment agencies rarely,mostly concentrated in the old city of Fuzhou;5.existing employment services lack of reality and stability;6.government service consciousness is low,the cooperation of government supervision of the enterprise means less difficult,7.;publicity is not in place,social forces involved in low flow;8.women's human capital investment consciousness and rights consciousness.Based on the concrete analysis principle,from the transformation of government functions,improve the policy of helping to improve the flow,women's employment ability and capital,by means of the combination of internal and external employment provides an efficient and stable policy environment and protect the interests of helping women:1.flow channels for the transformation of government functions and departments:such as the development of special regulations,carry out special service activities,the establishment of professional team;strengthen the cooperation between the government departments of the town and village;change the service consciousness and concept;clear responsibilities of both the government and enterprises,strengthen supervision and restriction;intensify propaganda,forming characteristics of Cangshan District publicity atmosphere;2.female floating population continued to improve human capital:improve the equal education policy,improve the flow of women's education level;improving the employment security system;to create publicity atmosphere,culture Family investment in human consciousness;female workers actively held lectures;3.to improve self employment policy,and human resources:appropriate to relax the conditions of application,increase financial input;improve women small business loans(discount),project tracking service;perfect happiness project for the relief work,female migrants boost entrepreneurship;4.continue to care for the female migrants,let them get respect and rewards:help floating population education,relieve female migrants menace from the rear supervise employing units;regular organization of health examination,health protection of women workers;to pay dispute to early intervention,timely treatment,protection of women migrants rights;play village cadres of the advantage,timely understanding of female floating population in the difficulties and try to solve.
