Research On Legal Issues In Village Regulations

The village rules and regulations can be traced back to the ancient township contract.Nowadays,it has developed into the village self-government charter under the modern rule of law construction,which plays an important role in China's grassroots social governance.The village regulations are the form of social norms that the villagers follow in accordance with the current legal norms and existing laws and policies,and they are jointly negotiated from the actual situation of the village and require all villagers to abide by them.The village regulations and the people's contract combine the rule of law,the rule of virtue and the autonomy.They have the characteristics of locality,are easy to understand,simple and easy to implement,and promote the construction of a new socialist countryside.Practice has proved that the village rules and regulations have become the key to boosting the rural revitalization strategy,which has effectively promoted the realization of the rural revitalization strategy,but there are still many problems in the process of formulation and implementation.Therefore,how to promote the village rules and regulations to play its unique advantages in rural governance,how to regulate and improve this "living law" of socialism with Chinese characteristics is of great significance.Only by letting the village rules and regulations play their dues can we better integrate rural governance into the legalization track and realize the strategic goal of rural revitalization at an early date.This article is mainly devoted to exploring the legal issues in the village regulations,and the content structure arrangement covers five aspects: The first part is the introduction.This paper expounds the research background,research purposes and the theoretical significance and practical significance of the legal issues in the village regulations,and briefly summarizes the domestic and international status of the village regulations and the research content of this paper.The second part is the basic theoretical analysis of the village rules and regulations.It is planned to start with the basic concept of village regulations and the characteristics of the village rules and regulations.The third part is the practice of the village rules and regulations.The author selected Songtao Miao Village in Guizhou Province and Zhongjiang County in Deyang City,Sichuan Province to analyze the procedures and contents of the village regulations.The fourth part is to summarize the problems existing in the practice of village regulations and the analysis of the causes of problems.The fifth part puts forward some practical suggestions for the above problems.From cultivating the spirit of the rule of law,cultivating the culture of the rule of law,improving the procedures for formulating and revising village rules and regulations,improving the content of village regulations,strengthening the guidance of party committees and governments,and constructing supervision and restraint mechanisms to improve village regulations.The author aims to explore the concept,nature,characteristics and functions of the villagerules and regulations,point out the main problems existing in the existing village rules and regulations,and propose effective solutions to the realization of the rule of law in rural governance and contribute to the rule of law building with Chinese characteristics.A little power of your own.
