Research On Government Governance Innovation Based On Blockchain

The Third Plenary Session of the 18th Central Committee of the CPC put forward that the overall goal of deepening the reform comprehensively is to "promote the modernization of the national governance system and capacity".The proposal of this concept has revealed the link between national governance and modernization.It not only fully reflected the deep understanding of the laws of social development and national governance,but also made more demands on making innovations in government governance.Faced with intense external shocks of globalization and informatization,the weakness of traditional government governance are gradually apparent to reveal out.It can no longer satisfy the demands of current social economy life.Therefore,the innovation in government governance is imperative to cope with the challenge of complex social environment.As an emerging Internet information technology,blockchain has yielded unusually brilliant results in many fields,such as finance,medicine,education,energy and so on.It provides a brand new solving ideas for many puzzles in many fields and generates unprecedented social and commercial values.Meanwhile,Blockchain has enormous potential and broad prospects in government governance,which will make an immeasurable difference in the concept,thinking model and behavior pattern and provide a technical path for government governance innovation.Based on the theory of Polycentric Governance,this master's thesis conducts research centering on government governance innovation with blockchain.First of all,this thesis presents four typical characteristics of the blockchain——decentralized,tamper-resistant,trustless and traceability on the basis of expounding related concept of blockchain and government governance.The author makes great efforts to search for the integrating point between blockchain and government governance innovation from perspective of polycentric governance and finally find that they have commonalities in governance concepts,data requirement and information security.In addition,there is great potential in promoting the diversification of governance structure,the equivalence of governance subjects,the legalization of governance mechanism,and the transparency and servitization of governance process.Secondly,on the basis of analyzing the situation and problems of the government governance in our country and borrowing advanced experience of foreign countries such as Estonia,the United States,Korea and Dubai,the author think deeply about government governance innovation in our country and envisage building a system of governance based on the blockchain.In this system,blockchain will provide technical support for the construction of digital government infrastructure.Code rules and laws will restrain digital government by internal supervision and external specification.On this basis,government will give full play to their functions of service and supervision,market will actively play the role of assistant,and the public will widely involve in the governance.The value of this system is that it can not only realize the diversified growth of government services,market coordination and citizen participation,but also achieve a new structural balance.Finally,the author describes the implementation path and future trend of digital government infrastructure.The author hopes that this thesis can help maximize the value and utility of blockchain and make it better severe government governance.The innovation of this thesis is that relying on blockchain to break traditional thinking pattern of government governance,combining various disciplines such as Political Science,Management,Information Technology and so on to explore the potential unity of blockchain and government governance.In a sense,it provides a new reference approach to promote the innovation of government governance which is benefit for achieving the modernization of governance system and capability.
