The FTZs set up in China are the testing ground for promoting high-level reform and opening up.In the current process of accelerating changes in the foreign environment and the new pattern of development of domestic conditions,the FTZs are faced with the challenge of developing in line with the new trends.As an organization managing the operation of the FTZ,the management committee dynamically adjusts and optimizes the performance evaluation system of its internal institutions according to the actual situation to better meet the general trend and to respond to the development needs of the new voyage.Since the listing of Sichuan FTZ S Area Management Committee,the performance appraisal system has been improved from scratch.Especially in recent years,after the adjustment of institutional mechanism,there is an urgent need to optimize the performance appraisal system of the internal organizations of the Administrative Committee to support the management of the internal organizations and to achieve its own development and strategic goals.To this end,this thesis takes the target performance appraisal system of the internal organizations of the management committee of S-zone of FTZ as the research object,and mainly adopts literature research method,questionnaire survey method,interview method,qualitative coding,Delphi method and hierarchical analysis method,combined with goal management theory and power change theory to optimize the target performance appraisal system of the internal organizations of the management committee of S-zone of FTZ.Firstly,a literature thesis is conducted to summarize the theoretical research results related to "government performance management" and "performance appraisal system".Secondly,the current situation of the target performance appraisal system of the administrative committee of S-zone of FTZ is introduced.Then.Again,the questionnaire analyzes and summarizes the effectiveness,problems,and reasons for the performance evaluation system.Finally,using Delphi expert consultation and hierarchical analysis to determine the target performance appraisal system indicators,combined with the goal management theory and the theory of power variation,the target performance appraisal system of the internal organizations is proposed to optimize a set of target performance appraisal system of the internal organizations of the S Area Administrative Committee of FTZ that can give full play to the role of "baton".This thesis found that:(1)the performance appraisal system of the management committee of Area S of Sichuan Free Trade Zone has formed three achievements:focusing on goal orientation,closely integrating appraisal and supervision in the performance appraisal process,and making clear the discipline and bottom line in performance appraisal.(2)the problems in the performance appraisal system of the management committee of Area S of the Sichuan Free Trade Zone include insufficient understanding of the performance appraisal system,lack of scientific selection of indicators for performance evaluation systems,improper weighting of indicators in performance evaluation systems,and shortcomings in the implementation of performance evaluation systems.These problems are related to a lag in the concept of performance measurement,the lack of knowledge reserve and business elite of performance appraisal,the lack of communication initiative and communication channels,and the lack of implementation of performance appraisal results.(3)suggestions for optimizing the performance appraisal system: First,for the optimization suggestions in the preparation stage,we should start from optimizing the appraisal object and improving the understanding of the performance appraisal system.Based on the theory of objective management,we should improve the understanding of the performance appraisal system from the aspects of creating an atmosphere for performance appraisal,adhering to high-level promotion,establishing a training mechanism,and studying externally;Second,through Delphi method and analytic hierarchy process,a performance evaluation index system for the internal institutions of the management committee of Area S of Sichuan Free Trade Zone has been established,which includes 4 first level indicators,16 second level indicators and 21 third level indicators;The third is the implementation suggestions for optimizing the evaluation system.Based on the theory of management by objectives,we can promote the tracking control of the indicators and tasks of the performance appraisal system by strengthening the awareness of "integration of objectives and supervision" and two-way feedback;Based on the theory of government performance management,the supporting system for the implementation of the performance appraisal system can be improved by setting up appeal channels,strengthening the relationship between the performance appraisal of internal institutions and the personal performance appraisal of cadres and employees.
