A Comparative Study Of Government Data Open Platform

The construction of government data opening platform is a key opportunity for China to promote the transformation of economic development mode,enhance the government’s governance ability and enhance the overall national strength under the big Data environment.At present,China does not have a unified national government data open platform,but some areas have a provincial or municipal level of local government data open platform online operation.In recent years,the development of the open platform of local government data in China has gradually advanced in the exploration,and some remarkable achievements have been made,but compared with the development level and perfection of the open platform of government data in developed countries or regions in the world,the construction of the open platform of government data in China is still in the early stage of exploration and perfection in general.The purpose of this study is to compare the open platform of Chinese provincial government data with the open platform of State government data in the United States,and to determine the content and scope of comparison according to the definition,principles and criteria of government data opening.This paper selects some representative Chinese provincial government data open platform and American state Government data open platform as the research object,divides the comparative analysis of government data open platform into the platform’s developer,the platform’s data resources,the platform’s service function,the platform’s page performance,the user’s privacy protection and so on five aspects.The specific research methods are network investigation method and comparative analysis method,direct access to the portal of the open platform of government data selected as the object of investigation to provide access to the site’s instructions and user terms to determine the platform’s developers,through manual observation to count the data resources and service functions of the open platform of government data,Using the online test tool to detect the page performance of the platform and the user’s privacy protection,this paper makes a comparative analysis of all aspects of the open platform of China’s provincial government data and the open platform of State government data in the United States.Through a detailed comparison of all aspects of the selected open platform of government data at home and abroad,this paper analyzes the differences between the open platforms of government data at home and abroad,summarizes the advantages of the open platform of government data in developed countries and China,and points out the problems and shortcomings of the open platform of government data in China.This paper puts forward some suggestions to rationalize the future construction,development and improvement of China’s government data open platform.
