The imbalance between supply and demand of community old-age service is becoming more and more serious in China,and the traditional model has been unable to meet the current and future pension needs.Since 2013,in order to solve the future pension dilemma,the government has issued many policy documents on introducing social forces to provide community old-age service.Many documents emphasize that community pension is the basis of encouraging charitable organizations to actively participate in the supply of community old-age service.In some developed cities in China,there have been a number of charitable organizations participating in the pilot community pension,and achieved good results.Under the background of the current aging population,it is a general trend for charitable organizations to participate in the provision of community old-age service.Taking the J community old-age service center in Wuhan as the research object,this paper analyses and describes the current situation of M charity organizations participating in the supply of J community old-age service,and sums up the achievements of charity organizations providing the supply of pension service based on the reality.On the one hand,the participation of charitable organizations has injected fresh blood into the supply side of pension service,and it has become a new form of realization for social forces participating in the supply side of pension service in the future.On the other hand,this kind of participation cannot fundamentally solve the problem of community pension,but to some extent,it alleviates the contradiction between supply and demand of pension services.In addition,the voluntary service of time bank,which has been advocated by the state in recent years,has been promoted and implemented.However,the practice of charitable organizations participating in the provision of community old-age service also faces many problems and challenges,and the sources of these problems are more complicated.It is not only the dysfunctional government role,but also the implementation of the reform work of "distributing the service".Problems such as lack of support for charitable organizations in policy,supervision,and management;there are also problems such as poor financing ability,lack of social credibility,poor independence,and weak volunteerism;of course,there are also a series of problems at the social level,such as the lack of a good environment for charitable development,the lack of volunteerism of social citizens and so on.In order to cope with various problems,we need the joint efforts of the diverse bodies of society.Charitable organizations need to strengthen their own strengths,improve their ability to raise funds,service levels and internal governance,and enhance their social credibility and independence.The government needs to play the role of a good macro-instructor,participant,fund supporter,and policy proponent to create favorable conditions for charitable organizations to participate in community care services.Social volunteers need to promote the spirit of volunteer service and actively participate in the practice of charity and old-age care.Therefore,we can explore a model of charitable organizations with Chinese characteristics participating in community old-age service that can be promoted in the national community.
