Research Of The Innovation Of Community Governance Accelerated By Venture Philanthropy

European and other developed countries began to implement venture philanthropy at first.Later,this measure has been widely promoted and continuously developed.Today,venture philanthropy has become the most influential public welfare project in the community.At the beginning of this century,venture philanthropy came into China.At first,only a few first-tier cities along the eastern coast were affected.Later,after more than ten years of development,more and more Chinese people began to accept venture philanthropy,and its related projects appeared in every corner of the first-tier cities.After the stable development of the first-tier coastal cities,the impact of venture philanthropy gradually spread to inland provinces.As the leader of inland community venture philanthropy,Hubei Province has set up"community organization cultivation project fund"with"improving residents'autonomy and innovation ability " as the core.At the same time,it provides assistance for the whole province's community venture philanthropy projects by"purchasing services"from social workers.Since the first Community Venture Philanthropy Competition was successfully held in 2014,the Hubei Provincial Civil Affairs Department has made some achievements in promoting residents'autonomy,fostering and developing community social organizations,and improving the professional level of community workers.So far,it has successfully held five sessions.To some extent,the promotion and implementation of venture philanthropy has solved the problems faced by the government in innovating community governance.It can be said that venture philanthropy promotes and even realizes community governance innovation.Under this background,this paper takes Z community of Huangshigang District in Huangshi City,Hubei Province as an example,through literature analysis,case study and semi-structured interviews,and according to the time clue,introduces the practice experience of Z community in carrying out community venture philanthropy twice,including the predicament of governance before carrying out community venture philanthropy work,the process of launching two community venture philanthropy projects and the results achieved.It shows the changes and development of the community after introducing the model of venture philanthropy,and then explores the innovative role of venture philanthropy in promoting the overall community governance in Hubei Province.This paper summarizes the innovative role of venture philanthropy in community governance in four aspects:firstly,innovating the concept of community governance.Implementing the concept of"taking residents as the center" throughout the process,giving residents greater "autonomy".Secondly,innovating the community governance system.Reversing the functional dislocation of neighborhood committees,cultivating and developing community social organizations,expanding the channels of resource links.Thirdly,innovating community governance content.Venture philanthropy projects' service objects cover all kinds of key groups.Environmental improvement,commercial and residential contradictions,parking difficulties and other traditional community governance difficulties have also been solved.Fourthly,innovating community governance technology.Open space conference technology and community public welfare fund technology research and development provide a new technical support for community governance,in public welfare creation.In the process of training and project implementation,a large number of professional community workers have been trained,and the governance technologies have been popularized.
