Research On The Problem Of Home Care Services Of B City,Liaoning Province

As the level of aging increases,it has become the focus of attention of members of the community in our country that the problem of supporting a huge number of elderly.In view of the needs of the elderly for old-age services today,Chinese scholars have done a lot of research.And the studies show that most older people tend to care for themselves at home.Therefore family-based,community-assisted home care service has become a way of providing for the aged strongly advocated by the state.As a form of government purchasing public services,the government purchases home-based care services provides a new direction for the implementation of home care services.The way of government purchases,social organizations and related businesses providing aged care services can integrate existing resources in society and make the most of it.It can also reduce costs while improving the quality of home care services.But as a relatively new model,government purchases home care services still has many problems in the actual operation process,such as inadequate participation of social organizations,poor communication between the various subjects in the network,difficultly to assess results and implement responsibility of home care system,the plan of government purchasing home care services cannot be implemented and so on.The article is based on the theory of government by network,combining with the actual situation of home care services in B city,Liaoning Province from the perspective of local government purchasing home care services,finding out the reasons of the problems that local governments have in purchasing home care services,and giving suggestions for improvement and optimization.Firstly,the reason of inadequately participation of social organizations is that the government's network design for home care services is flawed.In order to solve this problem,the government need to build a complete network framework,choose the right network type based on the target,make clear positioning for itself and choose the right partners.Secondly,the mean reason of the poor communication between the various subjects is the lack of connection in the network.What the government needs to do to solve this problem is to strengthen the overall operating mechanism of the network and establish a smooth connection.The government should establish an effective information sharing platform and coordination mechanism,meanwhile,the trust between the subjects should be strengthened.Thirdly,the lack of the sound evaluation mechanism and accountability mechanism make it difficultly to assess results and implement responsibility of home care system.The government should establish an effective third-party evaluation system,enhance accountability through an effective performance system and incentive system and Establish a clear risk sharing responsibility mechanism.Fourthly,the lack of capacity of government employees and home-based care workers has prevented the implementation of the program.The government needs to strengthen the capacity building of government employees and improve the professional level of the service team.
