Study On The Government Functions In The Construction Of Beautiful Village In Qionghai City

In order to build a beautiful home,Qionghai city has proposed the principle of"not cutting down trees,not occupying fields,not demolishing houses,and implementing in-situ urbanization".In accordance with the general plan of "Scientific Development,Green rising" of Hainan Provincial Party Committee,efforts will be made to implement the development strategy of "building a garden city and building a happy Qionghai".The 19th National Congress report also attached great importance to rural construction and put forward the development strategy of "ejuvenating the countryside".To achieve such a magnificent goal,it is necessary to vigorously promote the construction of beautiful countryside.The govern,ment,as the leader in building beautiful countryside,plays an indispensable role in promoting beautiful countryside.For this reason,how to effectively give full play to the role of the government in the construction of beautiful villages is a subject worthy of in-depth study.Based on the theory of government functions,using the methods of case analysis,field investigation and literature research,this paper selects three representative villages and towns of Qionghai City to investigate the practice of building beautiful villages and towns.This paper starts from the analysis of the functions of the government to explore the Qionghai municipal government in promoting scientific planning,developing tourism products,publicizing village rules and regulations,and breaking the administrative boundaries of towns in promoting the construction of beautiful villages,and has found out the inadequacies of the government in mobilizing the enthusiasm of villagers,policy advocacy,capital investment,follow-up maintenance,etc.And this paper has tried to analyze the reasons.The subjective reason mainly lies in the fact that some cadres are of dereliction of duty and the ideology of "doing nothing only by waiting " is deeply rooted in the villagers' mind,coupled with the objective reasons such as poor quality of supporting policies and weak financial resources.Finally,on the basis of analyzing the practical experience of government functions in the construction of beautiful villages in Qionghai City and learning the experience of rural construction both at home and abroad,the paper puts forward some suggestions on how to improve the planning of beautiful villages to ensure the quality of the planning,introduces funds through various channels to ensure the follow-up,pays attention to the demands of the peasants,and promotes the enthusiasm of the villagers to participate in the construction,and introducing the system of examination and supervision to form a normalized system.Thus,it can provide a better reference for Hainan Province to build 1000 beautiful villages with comfortable living conditions,unique employment environment and attractive scenery.
