Civil servant Assessment is the basic link of cvil servant management.Tts important components cover the normal assessment of civil serwants.In 1993“temporary regulation of civil servants” was issued.Since then the system of assessment of civil servants has been carried out for 26 years.President Xi has repeatedly emphasized that the administration and management priority of the Communist Party is the administration of cadre.The crucial elements of being strict in Party discipline is strict with officials.The assessment at ordinary times should be taken more seriously.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China indicated that the evaluation system for government employees should be further improved and reformed.In September 2014,organization department of the Central Committee of the CPC,Ministry of Human Resources and Social Security and State Bureau of Civil Servants printed and distributed“notification of pilot work of assessment at ordinary times for government employees”,which made the general top-level design for assessment at ordinary times for government employees.Base on the concept of internet plus and big data,State Taxation Administration set up project team to carry out pilot work of digitization of human resource in June 2014.The first round of pilot was launched in January 2015.By 2019 it will cover all tax administrations of the nation.After four years of promotion,the digitization of human resource has brought forth new ideas for cadres management and provided living examples and samples for assessment of civil servants.Therefore it is necessary to research the digitization of human resource of tax administration.This thesis takes digitization of human resource of Q province Tax Bureau as an example to analyze digitization of human resource of tax administration.It also makes a literal review of both native and foreign theories and analyzes assessment of civil servants.By the way of personal interview and questionnaire,it summarizes current situation of digitization of human resource in tax administration and dissected existingproblems such as inaccurate position of management work,lack of science and unsmooth operation.It analyzes the reasons from aspects of old-fashioned managementconcept,unclear post responsibility,unobvious reward system as well as restraint of tax professionalism.Combining with public management theory it comes up with suggestions to improve the digitization of human resource on the basis of reality of tax administration system,work experience of my own and assessment of civil servants of developed country.It offers references for management of government employees of Q province to further perfect examination and evaluation system of tax cadres and motivate vigor of tax cadres,which provides a duplicatable and propagable assessment mode of assessment of civil servants.
