Study On The Participation Of Social Organizations In The Legalization Of Community Governance In Ningxia

In September 2013,with the development of the national "One Belt And One Road" initiative,Ningxia's economic development has made a major breakthrough.Social interest subjects and needs are increasingly diversified,and the community has gradually become a new point of convergence of interests and conflicts.As the main body of community governance,the government has gradually increased the pressure.To encourage social organizations to participate in community governance and strengthen the construction of community rule of law is not only an important premise and support for the establishment of innovative community governance structure,but also has important theoretical and practical significance for social stability and healthy development.From the perspective of legalization,this paper analyzes the current situation of social organizations participating in community governance in Ningxia.By exploring the blocking points,silting points,difficulties,pain points and empty points existing in social organizations participating in community governance,the paper further promotes the construction and improvement of community governance system,and the research on deepening the legalization of grassroots governance has important reference value.The study was divided into five parts.The first part:introduction.This paper analyzes the research status at home and abroad,introduces the research content and methods,as well as the possible innovation points.The second part:concept overview.Explain the connotation and extension of community and community governance.The concept of community social organization,the principle,importance and urgency of community governance under the rule of law form the basic theoretical basis for social organizations to participate in community governance under the rule of law.The third part:expounds the theoretical basis of community governance legalization and the relationship between social organization and community governance legalization.Sort out the theoretical basis and current construction situation of the legalization of community governance,clarify the complementary and complementary relationship between social organizations and the legalization of community governance,and provide theoretical basis for the following article.The fourth part:analysis of the research results of social organizations participating in community governance by law in Ningxia.The overall situation of the survey is elaborated,and the content of the survey is divided into five parts.Based on the survey data,the present situation,problems and reasons of the participation of social organizations in community governance by law in Ningxia are comprehensively analyzed.The fifth part:aiming at the existing problems of social organizations participating in the construction of community governance by law in Ningxia,scientific and effective Suggestions are explored from the aspects of innovating the legal mechanism,cultivating the legal consciousness,accelerating the change of the role of social organizations and increasing supporting resources.Social organizations were given new responsibilities after the third plenary session of the 18th CPC central committee proposed the general goal of deepening reform.In terms of self-service,self-management,self-education,self-supervision,pooling public opinions,reflecting appeals and dealing with community public affairs,social organizations will work with the government to form benign and orderly interactions.It is believed that through the implementation of the new model of community governance jointly governed by social organizations and communities in accordance with the law,the community governance model will be more standardized,the socialist governance system with Chinese characteristics in the new era will be more enriched,and the construction of China's social governance system will achieve a qualitative leap.
