Research On The Change Of Government Function Of Zoucheng Industry And Commerce Department Under The Background Of "Depositing And Regulating Uniforms" Reform

At present,China's reform has entered a critical period and a deep-water area.The construction of an innovative country and the transformation of a service-oriented government have also entered a critical period.The reform of "releasing control clothing" is being carried out in an all-round way,and it is particularly important to regulate administrative power.In order to realize the scientific and humanistic management of the government and to properly handle the relationship between the administrative power and the people,the standardization construction of the industrial and commercial departments is undoubtedly a scientific and effective means.Simplifying the administration and decentralization,combining the administration and optimizing the service are the higher requirements of deepening the reform of the administrative examination and approval system under the new normal conditions.As the first hand for local governments to deepen reform,the reform of "release and control uniforms" has made remarkable progress and achieved remarkable results through the change of the scope of government functions,the restructuring of department structure and the change of service behavior brought about by system construction.This paper takes Zoucheng Industry and Commerce Department as an example,through the comprehensive use of literature research,case analysis and other basic methods,based on the theory of total quality management,public governance theory and new public service theory,aiming at Zoucheng Industry and Commerce Department in the context of the "release of control" reform of government functions in the process of "simplified government" after the relevant supporting capacity,and "decentralization" after grassroots acceptance ability.Insufficient,inconsistent reform measures of "simplification and decentralization of government" are not well coordinated.In the aspect of supervision after the event,there are many problems such as lack of supervision,capricious inspection,weak law enforcement,and many weak links in public services.From the perspectives of continuing to simplify and decentralize government to "limited government",strengthening supervision after theevent to "responsible government",strengthening public service to "service-oriented government",this paper puts forward suggestions on continuing to strengthen the integration of multiple certificates,the separation of certificates,the construction of a scientific regulatory responsibility system,the optimization of service modes,and the strengthening of e-government construction.
