Research On Government Functions In The Development Of E-commerce Industrial Clusters In Saertu

After nearly 60 years of high-intensity development,Daqing City begins to enter the stage of strategic reduction of crude oil production.The total economic output dropped from 410 billion yuan in 2013 to 268 billion yuan in 2017.It fell from No.3 to No.15 in 262 resource-based cities across the country.In order to change the single industrial structure,look for succession industries,and strengthen the stamina of urban development,Daqing City has quickened its pace in adjusting its economic structure.Daqing makes great efforts to develop e-commerce industry and other continuing industries.With national,provincial and municipal preferential policies,the Government of Sartu district builds Sartu e-commerce industrial park which makes full use of geographical advantages and resource advantages.It hopes to construct e-commerce industrial clusters by promoting the aggregation of e-commerce enterprises.This paper focuses on the Saertu government’s function in the development of e-commerce industrial park.It discusses the current situation and problems of the function of Sartu government in the development of e-commerce industrial park with several methods,such as literature review,questionnaire and empirical research,and explores ways and methods to solve these problems.For providing a solid theoretical basis for the study,this paper clarified the basic concepts of industrial clusters,e-commerce parks and government functions,and then reviews the theory of industrial competitive advantage Then Starting from the current situation of the development of Sartu e-commerce industrial park,the author studies on the function of Sartu government in the development of e-commerce industrial parks,and analyzes the shortcomings of the function.Finally,combining theory with reality,this paper puts forward the countermeasures about how to improve the Sartu government’s function in the development of e-commerce industrial park.
