Investigating The Land Examination And Approval System Of Huian County

The reform of the existing complicated administrative examination and approval system has been a key issue of the transformation of government functions,the construction of service-oriented government,and the development of economic society.Since land is an essential condition of the national economic development,acceleration of the reform of land examination and approval system becomes a crucial mean for deepening the reform of administrative examination and approval system as well as driving the transformation of government functions to create a favorable development environment,provide high-quality public service,and maintain social fairness and justice.Based on these research background,this thesis focus on studying the actual detail of land examination and approval system in Huian County through the angle of government regulation and process reengineering theory.First,we tease out the organization,function,item,process and supervisory mechanism of land examination and approval system of Huian County.We focus on analyzing the current situation of land examination and approval system of Huian County by combining the available data and theory.Second,we discuss four main problems by aiming at the change of Huian County's land examination and approval system: broad approval,multiple approvals,time-consuming,and weak supervision.The reasons for these problems will be investigated in the way of policy and regulatory,technique,objective environment,and ideology.Finally,based on the theory of government process reengineering and the principle of consumer-oriented,process-oriented,people-oriented,and information technology-oriented,and the regulatory mechanism-oriented,we propose the optimal thoughts and countermeasures to improve the land examination and approval system of Huian County.Since Huian County is an epitome of the local governments across the country,this result will provide a beneficial reference to solve the same problems in the land examination and approval system.
